    The City is seeking candidates for a Senior Civil Engineer position.  The incumbent performs complex professional civil engineering work, which may include supervision of an engineering staff.  This job class is distinguished from the Civil Engineering Associate Series by the former's attainment of registration as a professional civil engineer designation from the State of California and by the responsibility for performing the more complex and difficult assignments.
      
    EXAMINATION PROCESS: Based upon screening of the City application, résumé, and responses to supplemental questions, applicants whose qualifications best meet the requirements of the position will be invited to the examination process.  This process may include, but is not limited to: written examination, panel interview and/or performance examination, which consists of an evaluation of some of the essential knowledge, skills, abilities, and job related experience listed below. Those candidates who pass the examination process are placed on an eligibility list from which the final selection will be made.
     
    SELECTION PROCESS: As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process. Appointment is subject to successful completion of a pre-employment medical examination (based upon job-related physical standards) by a City-designated physician.
     
    Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.

    The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform specific additional or different duties from those set forth below to address business needs and changing business practices.
     
    Designs public works improvements, such as streets, bridges, traffic controls, storm drain and flood control structures, wastewater facilities, water supply and distribution facilities, and other public works structures and facilities; coordinates final preparation of public works plans; writes specifications and may set up bid and construction schedules for public works contracts; utilizes engineering software and departmental computers to solve engineering problems; plans soils investigations and evaluates soils reports; performs difficult engineering work in cost analysis, research, or other specialized technical studies; provides functional supervision over professional and sub-professional personnel in the planning, design, and preparation of drawings, plans, specifications, and estimates for a variety of public works projects; may serve as resident engineer for contract administration of bridge construction projects and more complex road and public works construction projects; coordinates contract administration work for the Public Works Department; analyzes traffic characteristics and volumes and recommends measures to increase efficiency of traffic movements; prepares requests for proposals and administers contracts with consultant engineers; represents the Public Works Department at meetings and conferences with other agencies and with private organizations; and may represent the City at public hearings; may review specifications and improvement plans for proposed residential, commercial, and public developments for composition and accuracy; may conduct hydrologic and hydraulic analyzes such as reservoir and rainfall-runoff studies, open-channel and pipe flow analysis, gather data, devise solutions, and prepare engineering and economic reports and recommendations; and other work as required.
     
    Any combination of training, education and experience that would provide the required knowledge and demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is:

    EDUCATION AND EXPERIENCE: Bachelor's degree in civil engineering AND three years (3) of increasingly responsible civil engineering experience.

    LICENSE REQUIRED: Possession of a valid and appropriate California Driver's License.  Registration as a Civil Engineer in the state of California.
     
    KNOWLEDGE OF: Principles, practices and methods of civil engineering as applied to the planning, designing and construction of streets, water, sewer and other public works facilities, structures and systems; engineering software applications and computers; engineering mathematics; materials, methods, and equipment used in the construction of public works; municipal public works administration, planning and design; English usage, spelling, grammar and punctuation; and principles of supervision and training.
     
    ABILITY TO: Perform professional civil engineering work of complex difficulty; analyze facts and to exercise independent judgment; prepare, analyze and evaluate design drawings and specifications for public works; prepare comprehensive engineering and administrative staff reports; prepare and evaluate proposals, cost estimates and specifications; administer contracts; communicate clearly and concisely orally and in writing; establish and maintain effective relationships with colleagues, representatives of other public and private organizations, and with the public; and coordinate, supervise, train, and evaluate the work of professionals, technical, and support staff.
     
    PHYSICAL DEMANDS AND WORKING CONDITIONS:
     
    Physical: Strength: Medium Work - Lifting, carrying and/or pushing 50 pounds with frequent lifting and/or carrying of objects weighing up to 25 pounds. May involve significant standing, walking, pushing, pulling, sitting, and/or typing. Occasional standing, walking, bending, twisting at the waist, handling, gripping, grasping, reaching at, above and below shoulder lever, extending neck side to side. On rare occasion stoops, crouches, kneels, climbs stairs, ladders, scaffolding, extends neck upward and downward. Vision: Visual acuity which could be corrected sufficiently to perform the essential functions of the position; average depth perception needed. Hearing: Effectively hear/comprehend oral instructions and communications.
