    The State of New Hampshire, Human Rights Commission has a full-time vacancy for an Anti-Discrimination Intake Coordinator.

    Summary:
    Researches and reviews state and federal anti-discrimination laws and coordinates the intake process for allegations of discrimination in employment, housing and public accommodations received by the Human Rights Commission. Conducts the initial review of new submittals to include conducing informal fact-finding conferences and preliminary investigations in order to assign cases for review appropriately.

    18 Months of additional relevant experience = Associate's degree

    36 Months of additional relevant experience = Bachelor's degree

    MINIMUM QUALIFICATIONS:
    Education: Bachelor's degree from an accredited institute of higher education. Each additional year of approved formal education may be substituted for one year of required work experience.
    Experience: Three years of professional of paraprofessional experience in fair employment practices, social work, pre-law, human resources, or a related field, with responsibility for program implementation, direct service delivery, planning or program evaluation. Each additional year of approved work experience may be substituted for one year of required formal education.

    License/Certification: None required.


    RECOMMENDED WORK TRAITS: Some knowledge of federal and state laws or regulations governing the program to which assigned, and of federal and community resources and organizations. Knowledge of research and planning methods and techniques. Ability to write technical information. Ability to communicate tactfully and effectively both orally and in writing. Ability to understand and interpret the functional interrelationship of policy, regulations and procedures and to evaluate the impact on programs. Ability to detect and define problem areas and causes and to create and develop effective solutions, including the exercise of sound judgment in evaluating situations, planning action, making decisions and setting priorities. Ability to work independently to develop new or alternative approaches to meet changing and variable conditions. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.

    Responsibilities:

    Conducts intake through screening of public inquiries received via phone, email, walk-in and/or teleconference. Drafts and distributes correspondence to complainants to collect additional information to complete initial assessment. Reviews information supplied to determine individuals’ eligibility to file charges of discrimination based on legal standards and jurisdiction.

    Self-assigns or adds cases to the queue for specialized review by investigation staff as appropriate. Records charge openings and closings for all cases in the federal and local databases to ensure proper recordkeeping.

    Reviews and organizes the document management processes for hardcopy and electronic files for the Commission’s pending case file to ensure completeness of all documentation, including uploading case documents to appropriate federal and local databases and file management systems. Performs printing, copying, binding, archiving, filing, typing, proofreading and related duties to support the Intake Unit operations.

    Documents findings on cases and drafts court worthy formal charges of discrimination consistent with specific legal criteria subject to review and approval by the Executive Director, Assistant Director and/or other relevant staff. Distributes charges to required parties. Facilitates settlement negotiations.

    Analyzes, maintains and implements internal work procedures for the Intake Unit. Makes recommendations for revisions to operating procedures to improve efficiency. Coordinates and tracks workflow, to include maintaining case metrics/statistics, monitoring timeframes for resolution in comparison to agency objectives and state and federal requirements, and making adjustments and notifications accordingly.

    Conducts legal research by reviewing, examining and interpreting court and Commission decisions and federal and state statutes, rules, regulations to draft appropriate memoranda of law. Monitors pending federal and state legislation and administrative rule revisions.

    Coordinates the Commission’s Mediation Program, to include offering and scheduling mediation to parties as appropriate, providing information about the mediation program, and maintaining an accurate and up-to-date mediator roster.

    Promotes good will and prevents discrimination by conducting and/or participating in outreach and educational events with local, state, and federal partners. Provides referrals, educational information, and answers to inquiries from members of the public regarding compliance with anti-discrimination laws and regulations.

    Attends trainings for continuing education as directed in order to stay current on anti-discrimination law, policies, and trends, including events coordinated by the Equal Employment Opportunity Commission (EEOC), Housing and Urban Development (HUD) and counterparts in other states.
