Interior Aircraft Assembly Manager manages the interior fabrication of aircraft including mechanics, the fitting of sub-assemblies to the aircraft, and final aircraft interior production.     Duties

  • Serve as the Superintendent and line officer in charge of the daily operations and special projects of Indian Affairs assigned at the agency that include Indian Trust responsibility, Indian Services and Administration.
  • Work with the Regional Office in development of current and long range plans for coordinating programs for the agency.
  • Provide technical and administrative assistance to improve the governmental, social, and economic well-being of the tribes and needs of Indian people.
  • Participates in meetings with tribal leaders for knowledge and understanding of tribal goals, priorities, and needs for decisions, advice, and information sharing.
  • Prepare reports relative to the situation of tribes to include socio-economic conditions, status of condition of Federal Trust programs such as natural resources, forestry, and other similar matters.
  • Direct the planning, coordination, and execution of all activities pertinent to the kind and scope of programs and services to be provided by the agency.
  • Coordinate requirements under Public Law 93-638, as amended, the Indian Self Determination and Education Assistance Act, and makes recommendations on all grants and contracts applications.
  • Direct the preparation, review and or approves budgets for use of funds and withdrawal of funds.
  • Serve on workforce planning team to ensure implementation and execution of daily duties for the region/agency, including hiring.
  • Direct the work of agency employees of various grades and programs to support activities in a manner which will best benefit the tribes and individual Indian people.

  • Will be required to file an OGE-450, Confidential Financial Disclosure Report Form in accordance with 5 CFR Part 2634, Subpart I.
  • Qualifications

    EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0340)

    GS-14 : Qualifying is at least one year of specialized experience or equivalent to at least the GS-13 grade level in the Federal service. This experience must include responsibility for the organization, mission, and objectives to carry out management functions; administer public laws, rules and regulation requirements, and court rulings relative to Indian Affairs; carry out the functions of protecting and managing land and other Indian resources to comply with performance goals and to assess the progress toward attainment of those goals; supervise, monitor and direct employees in their performance of assigned or delegated tasks, and use of interpersonal skills. Examples of experience includes work which involved providing management oversight of the daily operations and special projects of an agency involving multiple federal government programs; providing expert counsel to agency professionals on a wide variety of social, economic and political issues and problems such as pertaining to Trust and Indian Services for American Indians; work which provided an in-depth knowledge of the Bureau of Indian Affairs mission, organization, functions, goals, and objectives to carry out the management function as a line officer.

    This is a key management position. Simply meeting time-in-grade in occupations where directing and managing Indian trust responsibilities and programs was not performed, will not be qualifying.

    All qualification requirements must be met by the closing date of this announcement.

    Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.

    Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472).
