    Nights and weekends as needed.

    Salary: Starting Wage: $66,0000-$75,000 based on education and experience.

    The Human Resources Manager (HRM) is directly responsible for the overall administration, management, and evaluation of Hughes County’s human resource related functions, including recruiting and selection; on-boarding and employee development; performance management; compensation and benefits; policies and procedures; employee well-being; and compliance with state and federal employment laws and regulations. The HRM will also have responsibility for submission and/or tracking of worker’s compensation, re-employment information, ADA and FMLA records.

    Here is What You Will Do~

    • Assists Commissioners and department heads to recruit, screen and select talent that best meets County needs.
    • Participate in the labor planning process.
    • Facilitates effective on-boarding, training and employee development opportunities to help employees grow and adapt throughout their tenure with the County.
    • Assists Commissioners and department heads with performance management issues, i.e. evaluating staff performance, communicating results and/or development needs, and implementing improvement plans and/or corrective actions when necessary.
    • Maintains the County’s compensation and benefits systems and plans; makes recommendations for change and improvement as needed. Leads the annual benefits renewal process, including vendor coordination, negotiation and financial analysis.
    • Administers health and welfare and retirement plans including enrollments and terminations.
    • Processes required documents through payroll and insurance providers to ensure accurate record keeping and proper deductions.
    • Manages the annual open enrollment period.
    • Acts as point person for County’s Worker’s Compensation program.
    • Acts as liaison with various insurance carriers and fosters effective relationships with client representatives.
    • Annually reviews and makes recommendations to Commissioners for improvement of organizational policies, procedures and practices; assists department heads and employees in communicating and implementing organizational policies and procedures.
    • Works with Commissioners and department heads to create and sustain a culture consistent with the core beliefs and values of the County.
    • Maintains awareness of employee well-being and morale issues, including areas of employee satisfaction and dissatisfaction, employee engagement and disengagement, and rates of turnover and retention.
    • Maintains knowledge and assures County compliance with all applicable local, state and federal employment laws and regulations; alerts Commissioners to any and all compliance issues related to Human Resources.
    • Coordinates separation related functions such as exit interviews, COBRA information, return of company property, etc. whenever a separation of employment occurs.
    • Manage and maintain the County’s human resource information system (HRIS) and files.
    • Provide direction and guidance to Commissioners and department heads regarding human resource related issues.
    • Other duties as assigned.

    Education Required: Bachelor’s degree, preferably in business or human resource management.

    Experience Required: Recommend five (5) years of HR management/generalist experience dealing with all aspects of HR management.

    Experience Preferred: Experience working with government entities.

    License Requirements: Requires a valid driver's license and proof of personal automobile insurance and must maintain eligibility to drive as per the County's Vehicle policy.

    Other Requirements Preferred:

    • SHRM or HRCI certification preferred.
    • Must pass criminal background screening
    • Strong communications and interpersonal skills, including phone and electronic communications.
    • Demonstrated analysis, problem-solving, research and report writing skills.
    • Must have computer skills and ability to learn accounting system.
    • Must be proficient in Microsoft Office products including Word, Excel and Outlook.
    • Effective organizational skills.
    • Confident, professional, positive.
    • Ability to effectively manage multiple projects and deadlines.
    • Must be effective at both strategic thinking and tactical execution.
