    OMES is hiring four IT Managers to be dedicated to Human Services. Each position will lead a different IT team: Child Services, Adult Services, Administration and Enterprise/Shared Services. As the largest state agency, Human Services has the largest number of active technology projects in state government with a backlog of many new opportunities as the agency migrates from legacy to current technology. Current technology includes implementations in the OMES Data Center, Microsoft Azure, and Google Cloud Platform as well as work in progress in Amazon Web Services.

    This is a unique opportunity for IT leaders to make a difference in Oklahoma by providing new and more efficient capabilities to vulnerable Oklahomans and the Human Services team members that serve them. With this team, you can contribute to strengthening families and improving safety for vulnerable Oklahomans.

    Compensation

    Salary up to $125,000 based on education and experience.

    As an IT Applications Manager with OMES you will enjoy:

    Job Details

    • Full-time 40-hour work weeks.
    • Hybrid work environment. On average, 2 – 3 days in the office each week, yet can be more as needed.
    • This position is located in Oklahoma City, Oklahoma.
    • Lead teams of 8 – 20 employees and contractors.
    • Responsible for operations and support of 15 – 30 applications in Production.
    • The four IT Manager positions become part of the larger IT leadership team dedicated to DHS, including the Director of Application Development, IT Data Manager, Senior Technical Advisor and Chief Technology Officer.
    • Large project examples for each IT Manager position include and are not limited to the following.
    • The Child Services IT Manager will focus on replacing the current legacy child system, which will take several years and cost in excess of $10M.
    • The Adult Services IT Manager will focus on replacing the current case management solutions with modern and scalable solutions.
    • The Administration IT Manager will focus on improving efficiency and capability by implementing new solutions for teams like Legal, Human Resources and Finance.
    • The Enterprise/Shared Services IT Manager will focus on Portal Consolidation and shared platforms like Salesforce.
    • Partner with shared IT services, including and not limited to Architecture, Network, Server/Cloud and Cybersecurity.
    • Partner with Human Services Product Owners for forward planning of capability, innovation and efficiency improvements.

    Position Responsibilities

    • Manage a team of Software Developers building solutions and supporting software for agencies, boards, and commissions of the State of Oklahoma
    • Recruit, hire, mentor, and coach Software Developers at different levels of experience
    • Manage and execute against project plans and deliver commitments within a professional, high-paced development environment
    • Interface with our internal/external customers to understand requirements, set priorities, and communicate direction and progress
    • Monitor all operational metrics and technical support for your teams’ software
    • Drive improvements in software development, operations and support practices

    Physical Demands and Work Environment

    • This position works in a comfortable office setting with a computer for a large percentage of the workday. The noise level in the work environment is usually mild. Occasional travel may be required.

    Minimum Qualifications

    • Bachelor’s Degree
    • Experience partnering with product or program management teams
    • 3 years of people leadership experience, managing software developers
    • 3 years of architecting and designing new and current systems and solutions
    • Knowledge of databases and operating systems
    • Good working knowledge of email systems and Microsoft Office software
    • Detail-oriented

    Preference will be given to candidates who possess

    • 5 years of management experience
    • Working knowledge of SQL, C#, ASP.NET, Python, JavaScript, HTML, CSS, and PHP
    • Bachelor’s degree in Computer Science, Information Technology or Business
