Summary:
Yorktown systems Group is seeking highly qualified Portfolio Manager (PfM) to provide professional services and support to the TRADOC Deputy Chief of Staff for Intelligence (G-2) Operational Environment (OE) and Core Functions. The Operational Environment (OE) is a composite of the conditions, circumstances, and influences that affect the employment of military forces and bear on the decisions of the unit commander. As an organic, complex system, the OE provides the common framework in which warfighting programs and strategies are conceived, defined, and executed. It is a living foundation in which choices made, by adversary and allies alike, affect the outcome of the future which must be accounted for. As adversary's asymmetrical approach to warfare continues to generate greater complexity and flexibility, the government's requirement for similar complexity and adaptability in Tactics, Techniques and Procedures (TTPs) escalates correspondingly.
TRADOC Deputy Chief of Staff for Intelligence (G-2)'s mission is to understand, visualize, describe, deliver & assess the OE in order to reduce risk and prevent surprise; today and into the future 2035 . TRADOC G-2 is the designated Lead for Core Function #13 Operational Environment; the process of developing, verifying, validating, accrediting, and providing OE products and services represents an authoritative, validated OE contextual baseline for TRADOC users and operational forces in the areas of training and training development; education; leader development; concept and doctrine development; and capabilities development, integration, and evaluation.
Specific duties may include, but are not limited to:
TRADOC G-2 has three user communities supported by a portfolio manager, including the Centers of Excellence (COEs), Capabilities Development (CD), and operating force units and Allies. The PfM shall:
- Conduct outreach to Army Futures Command (AFC), COEs and Operational Units and coordinate and synchronize future TRADOC G-2 activities including concept development, doctrine development, and capabilities and system development.
- Develop and execute comprehensive supported user engagement plans to identify requirements, synchronize development and delivery of necessary support products and services, and manage portfolio feedback and assessment of OE user support.
- Maintain domain knowledge appropriate to the portfolio and its supported user community.
- Deconflict issues with OEE capability providers; refers unresolvable issues to the OEE Portfolio Director (the TRADOC Deputy G-2).
- Develop, maintain, and execute a supported user engagement plan.
- Develop and maintain a portfolio master, user-specific requirements knowledge base.
- Through user-PfM engagements and, as appropriate, PfM-facilitated supplementary collaboration between the supported user and capability provider(s), identifies precise, mutually agreed upon user requirements.
- Manage portfolio assessment efforts to determine the extent to which OEE support satisfied user requirements.
- Coordinate and manage OEE participation in internal OEE portfolio decision forums as well as preparation for and participation in TRADOC and Army decision forums appropriate to the portfolio; e.g., TGOSC, TIF, TSWG, CoCs, QFR, CIEF.
- Request, task (via OEE Operations), and coordinate support from OEE capability providers and/or the OEE project leader (typically from an OEE capability provider organization).
- Coordinate and synchronize user engagements, requirements, project execution, and feedback and evaluation such that each supported user event or activity can be correlated to specific OEE supported projects and user organizations.
- Develop and maintain the portfolio blueprint, identifying discrete projects and tasks that require OEE output products and/or services.
Required Qualifications:
- Must have 10 years of experience performing relevant and similar duties as outlined above.
- Must have experience providing strategic and operational planning as well as coordinating with major commands, joint agencies, and HQDA.
- Must have and maintain knowledge of the three domains:
- Capabilities Development (CD)
- Centers of Excellence (COEs)
- Operating Force Units and Allies
- Former Senior Non-Commissioned Officer, Chief Warrant Officer, or Field Grade Officer (O-4, O-5, O-6) is preferred.
Clearance: Top-Secret with SCI eligibility clearance is required
Location: Primarily Fort Eustis, VA, with 1 CME at Fort Leavenworth, KS
Travel: Limited (less than 5%) travel is required
