    Job Duties:

    Virginia Retirement System (VRS) is seeking a Director – Investment Sciences, to join the Portfolio Solutions Group (PSG) one of three investment units, working alongside Public Assets and Private Assets. The PSG team plays a crucial role in the implementation of asset allocation decisions; PSG takes on responsibilities across all asset classes, both public and private. The VRS Board of Trustees recently approved a new strategic asset allocation, which includes a modest amount of leverage. As a result, we require a Treasury group to effectively source, monitor, and manage capital across the entire pension fund. As the Director – Investment Sciences, and PSG member, you will actively engage in the portfolio management process, contributing to informed decision-making. You will have the opportunity to present your insights to our staff, Investment Advisory Committee, or Board of Trustees. Your role is essential in realizing our mission of securing the financial future of public sector employees.

    Risk Management:

    • Oversee and manage portfolio exposures.
    • Create and utilize proprietary tools to facilitate action-oriented portfolio discussions, potentially involving hedging or completion strategies.
    • Develop actionable and distinctive risk reporting content across asset classes.
    • Conduct stress testing and scenario analyses to identify and address potential vulnerabilities, proposing strategic solutions as needed.
    • Assist with investment modeling for fund-level opportunities.
    • Building and interpreting private asset pacing models.

    Strategy Research and Design, and Portfolio Management:

    • Ability to comprehend and synthesize academic literature in finance, economics and statistics.
    • Perform quantitative research across asset classes including fixed income, equities, rates, commodities, and FX.
    • Proven track record of building, designing, and managing systematic strategies.
    • Proficient in programming skills to manage and analyze the data required for strategy research and implementation, including SQL database programming and mastery of a high-level programming language such as R, MATLAB or Python.
    • Manage portfolios including idea generation and vetting, trade execution, and risk management.


    Asset Allocation:

    • Collaborate with Directors and senior leadership on Asset-Liability Management exercise and scenario analyses.
    • Research and recommend enhancements to overall portfolio, while considering potential market and regulatory regimes.
    • Develop and maintain a suite of portfolio analytics aimed at generating forward looking views of portfolio.


    Stakeholder Communication:

    • Design and execute stress tests based on various economic scenarios and future states to assess the resilience of the pension plan's financial position.
    • Provide actionable insights and recommendations to optimize the plan's risk tolerance and asset allocation strategies.
    • Demonstrate excellent interpersonal and relationship-building skills to engage effectively with stakeholders, executives, and team members.


    Leadership:

    • Exhibit professional maturity and comfort with providing and receiving feedback and with advocating for a point of view while remaining open to other perspectives.
    • Foster collaboration among team members and stakeholders to achieve shared objectives.

    Minimum Qualifications:

    • Bachelor’s degree in business, finance, economics, or closely related field, required; Master’s degree preferred; an equivalent combination of education and experience may also be considered
    • 15 years of experience in investment management at a pension or endowment, or related industry
    • Experience in a variety of asset classes including equities, fixed income, FX, and derivatives (exchanged-traded and over-the-counter)
    • Process mindset and interest in solving complex problems
    • Ability to work well across various investment and investment support groups
    • Interest in advancing technical knowledge on risk modeling and portfolio construction
    • Demonstrates curiosity, strong analytic and problem-solving skills
    • Excellent verbal and written communication skills
    • Superb work ethic, attention to detail, team orientation, and commitment to excellence
    • Strong leadership skills

    Additional Considerations:

    • CFA, preferred
    • Public assets, and private assets experience, preferred
