GENERAL DESCRIPTION
The Dental Director is responsible for the overall delivery of dental services at the Center. The Dental Director directs the Center’s dental department activities and operation, utilizing a balanced approach which includes the perspectives of all disciplines involved in the Center’s health services, and have a role definition that is flexible enough to accommodate the diversity of existing workable health center models.
Due to the nature of BCHC services, it may become necessary to require medical and dental staff employees to work extended hours or other variations of the usual shift to ensure adequate care of patients and to provide services to the community.
CRITICAL JOB ELEMENTS/PERFORMANCE STANDARDS
_ I. Plans, coordinates, and supervises the dental activities of the Center in accordance with the Center’s mission, vision, goals, policies, procedures, and standards of operations._
A. Provides leadership in the development of the Center’s dental care plan based on health needs, epidemiology, and health behaviors of the community.
B. Recommends dental objectives and participates in the designation of priority objectives for the Center with reference to implementation of the dental care plan.
C. Participates in community organization activities designed to modify community health behavior, epidemiology, and/or health care needs.
D. Provide leadership in the development of the organizational plan for dental clinic operations, providing for efficient use of personnel in application of multiple health skills (disciplines) to community and individual health problems.
E. Participates in the development of health risk management protocols.
F. Is aware of, and participates in, BCHC Performance Improvement Program. May be assigned by the Chief Executive Officer and/or Medical Director as the Center’s Designated Person for Root Cause Analysis for Sentinel Events involving dental care.
G. Is aware of, and participates in, BCHC Risk Management Program. May be assigned by the Chief Executive Officer and/or Medical Director as the Center’s Designated Risk Manager when potential liability related to dental care is involved. Is aware of the policies and procedures related to FTCA.
H. Gains knowledge of the Patient Center Medical Home (PCMH) model, principles, policies, and procedures.
II. Organization
A. Develops the organizational plan for the Center’s dental operations, providing for the efficient use of personnel in the application of dental health service skills and resources to the community and individual patient’s health problems.
B. Collaborates with academic-based dental programs so as to expand resources available to the Center’s dental clinic operations.
C. Implements the delivery of dental health care in accordance with the Center’s program objectives established by the BPHC.
III. Budgeting
A. Participates in development of the Center’s financial plan (budget), with ongoing
monitoring and evaluation focused on the dental department’s budget.
B. Coordinates the development of the clinical activities budget including staffing and equipment needs projection for the dental department.
IV. Staffing
A. Prepares and recommends qualification statements for credentialing, job descriptions and evaluation standards for all dental personnel.
B. Recruits dentists, dental hygienists and other support dental staff. Interviews all potential dental employees. Prepares recommendations for the hiring and firing of dental staff, for review and approval of the Chief Executive Officer and Medical Director.
C. Serves as a primary rater (or reviewing officer when additional levels of supervision exists) for all dental personnel evaluations; recommends and participates in final determination of disciplinary actions and terminations, as well as nomination of individuals for awards and promotion in the dental department.
V. Operations
A. Advises the Center on the dental department’s information system needs.
B. Interprets clinical dental data and dental department operational reports.
C. Leads or participates in the periodic review of dental practice management functions such as infection control, dental radiology safety, and referral tracking.
D. Functions as a first-level dental patient complaint resolution focal point.
E. Participates in periodic management review by project administration.
_ VI. Quality management_
A. Supervision, development, implementation, and operation of a dental quality assurance program as it relates to patient care.
B. Presents reports on the dental health and dental quality assurance matters to the Center’s Performance Improvement and Risk Management Program.
C. Formulates and recommends needed changes in dental health program determined from analysis of clinical data, changes in patients behaviors, epidemiology, or dental health problems in the community.
D. Function as a member of a collaborative health care team to create and maintain a Patient Center Medical Home (PCMH).
_ VII. Meetings, clinical rotation scheduling and Center advocacy_
A. Arranges and conducts regular meetings with the dental staff.
B. Represents the dental department in the Center’s administrative meetings and in the Center’s community-partners meetings.
C. Provides on-site clinical supervision of the dental staff.
D. Maintains, recommends and advises the Center regarding the responsibilities and clinical privileges of all dental personnel.
E. Schedules dental staff clinical assignments, rotations, on-call, and leave calendar.
F. Institutes and manages continuing professional education, in-service training, and orientation of dental staff.
G. Reviews the Principles of Dental Practice for NHSC personnel assigned to the dental department.
H. Participates in the developmental of health risk management protocols.
I. Advocates for the Center and serves as the Center’s dental department liaison to local and state professional societies, public health department, and dental training institutions.
VIII. Participates in on-site inspections mandated by DHHS representatives, or as mandated by the BCHC Board of Directors. Abides by all BCHC policies and procedures including Personnel and Safety Policies, Medical Staff Bylaws, and Code of Conduct as applicable.
IX. Must be professional and set the example in dealing with employees, patients, and the public in person, by email, or via telephone. Demonstrate positive attitude with good eye contact, pleasant voice, attentive and responsive to their needs. Must display active listening skills. Must dress professional, business/casual attire and abides by the Dress Code policy according to the Employee Handbook.
JOB SPECIFICATIONS
Education:
· The Dental Director should be a dentist who is either licensed to practice in the State, a commissioned officer with the US Public Health Services or an NHSC assignee.
Experience:
· One to three years of experience in general dentistry is preferable. Previous experience and/or post-graduate training in a dental specialty are desirable.
· Experience as a Dental Director (or equivalent) in an FQHC or health system preferred.
Knowledge, Skill, and Abilities:
· Bilingual abilities are helpful but not necessary.
· Possesses high moral character and practices dentistry by standards set by the dental profession.
· Willingness to work in a group environment and ability to conform to established policies and procedures.
· Must display a mature attitude in interpersonal relations and abide by established codes of professional ethics.
· Ability to follow established protocols and chains of command.
· Must display punctuality, confidentiality, and personal hygiene appropriate for a health care facility.
· Adaptability and flexibility to provide services for the patients.
· Ability to establish and carry out specific courses of actions.
Qualifications
- Bachelor's degree in Healthcare Administration or related field
- Minimum of 5 years of experience in dental practice management
- Proficiency in EMR and EHR systems, with a strong understanding of HIPAA regulations
- Demonstrated ability in budgeting and fiscal management
- Experience in supervising and leading a team in a medical office setting
- Knowledge of medical terminology and medical records management
- Familiarity with Eaglesoft and Dentrix software
- Strong interpersonal skills and the ability to work effectively with diverse teams
- Previous experience in utilizing Epic or eClinicalWorks systems is a plus
- Certification in Healthcare Management is preferred
