Classification Summary:
Provides complex university level consultation and advisement in a specialized area of Human Resources Services. Provides professional guidance, coordination, and support in the specialized area. Administers and maintains various related data management systems, and coordinates and facilitates implementation of corporate-level programs and initiatives.
Classification Standard Duties:
Provides training and instruction to senior level administration and Human Resources liaisons as appropriate in the application of human resources programs, policies, and procedures. Researches and analyzes competitive practices in the market. Develops and writes documents. Maintains and updates databases and web sites as appropriate; consults with HR systems analysts regarding problems with programming and data integrity, and makes recommendations for system enhancements. Plans, coordinates, facilitates, administrates, and reports programs for regular faculty and staff employees. Acts as a primary point of contact and consultant for the senior management and University community, as appropriate. Develops, writes, edits, and modifies operating policies, guidelines, and procedures, as appropriate. Performs miscellaneous job-related duties as assigned.

Job Duties and Responsibilities
Office of People Relations (OPR) serves as a trusted resource to all NMSU employees, as well as a strategic partner to supervisors, managers, and leaders. This senior level position serves as a point of contact and consultant for the University community, as appropriate, for functions related to people, relationships and the workplace. Provides professional guidance, support, training and instruction on performance management, conflicts of interest, union relations, conflict resolution and grievances. Assists with the layoff/RIF and the disciplinary processes. Provides facilitation/mediation services, conducts investigations in response to complaints, and responds to unemployment claims. Prepares professional reports, policies, standard operating procedures, forms and written communications. Prepares and presents training presentations to small and large groups.
Preferred Qualifications
National HR professional certification and/or certificates, i.e. SPHR, SHRM-SCP, PHR, SHRM-CP, SHRM Employee Investigation Certificate, etc.
Special Requirements of the Position
This position may be under filled as a People Relations Consultant, Intermediate on a career development plan if unable to fill at the Senior level. Minimum requirements for the intermediate level is Bachelor's degree in a related field AND three (3) years of experience related to the standard duties as outlined.
