    POSITION DESCRIPTION

    Assists the Tribal Administrator in providing strategic and operational leadership and oversight to assigned departments, services, and major projects under general administrative direction, as well as directing a comprehensive safety program for the Tribe.

    ESSENTIAL DUTIES & RESPONSIBILITIES

    1. Assists in the day-to-day operations of Tribal Programs with guidance from the Tribal Administrator which includes but not limited to, project planning and management, developing and implementing facility safety plans, overseeing fleet management and equipment maintenance programs.

    2. Assist Directors with reviewing and monitoring budgets, contracts and grant compliance as well as establishing and evaluating departmental goals.

    3. Acts with the ability and authority to act as the Tribal Administrator in their absence.

    4. Assist in the implementation of policies regarding administrative and fiscal procedures, program operations, new program development, and public relations.

    5. Provide administrative and technical assistance to the Directors as needed.

    6. Assist with ongoing research and planning to obtain information and community input regarding the social and economic needs of the community served.

    7. Take an active role in communicating organizational goals and objectives to all employees and in the creation and maintenance of a strong organizational culture.

    8. Manage existing fleet of vehicle and equipment to ensure proper maintenance to maximize efficiency, increase productivity and improve safety for Tribal vehicles and employees.

    9. Inspect and review maintenance records on Tribal facilities to ensure a safe environment for staff and Tribal members. Recommends repairs, upgrades or refurbishment as needed.

    10. Serves as Tribal Risk Assessment Manager.

    11. Plans, organizes, and coordinates a tribal safety program; establish operational priorities; recommends and coordinates programs with functions both inside and outside the Tribe; ensures program objectives and standards are established, attained and congruent with overall goals.

    12. Develops and recommends new and revised safety rules, policies and procedures to respond to changes in operational and departmental needs, objectives, and priorities to improve the effectiveness of safety programs; ensures that emergency preparedness programs and activities are in effect at facilities; may conduct internal assessments to ensure department complies with applicable safety and health guidelines and mandates.

    13. Performs building, work site and equipment inspections; collects and maintains appropriate accident and injury statistics, regulatory documentation, and records; completes job hazard analysis reports as well as accident or incident investigations and follow-up reports; performs hazard assessments; conducts defensive driving evaluations.

    14. Assists the Tribal Administrator in planning, budgeting, scope of work, publishing requests for bids or proposals, bid review, and contract development for new and existing projects.

    15. Supervises implementation and coordination of plans, specifications and schedules to ensure completion of capital projects and that compliance and regulations are met.

    16. Evaluates and monitors documents for reporting to ensure progress is being made on a regular basis prior to submission and those budgets are met accordingly.

    17. Monitor day to day operations, incorporate, implement and facilitate documentation for all active projects, which may be in coordination with a full time project manager for large projects.

    18. Coordinates with appropriate staff for cost estimates, schedules, materials and purchase orders for approved projects, ensuring appropriate procurement standards are followed according to Tribal policies and procedures.

    19. Develop or ensures that projects have an ongoing punch list of items needed prior to closing a project, including ensuring all required inspections were completed in a timely manner.

    20. Reviews all change order requests and makes recommendations to the Tribal Administrator and Fallon Business Council, including documentation to show that any cost increase is reasonable and justified, as needed.

    21. Reviews all payment requests by project contractors to verify that the work has been completed according to specifications prior to submitting to the Tribal Administrator for approval.

    22. May supervise some smaller programs, at the discretion of the Tribal Administrator, which would include interviewing, hiring, training employees, assigning and directing work, preparing performance appraisals, and disciplining such employees as necessary.

    23. Other job duties as assigned by the supervisor.

    QUALIFICATION REQUIREMENTS

    1. Bachelor's Degree in Public Administration, Business Administration, Business Management, or related field.

    2. An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skill and ability to successfully perform the essential functions of the job will be considered

    3. Project Management certification preferred.

    4. Three (3) to five (5) years' experience administering a Tribal or governmental entity, including in an executive or leadership role.

    · Must become familiar with the Tribal communities and Tribal members, while being courteous and professional to them at all times.

    · Adhere to a strict manner of confidentiality.

    · Knowledge of Indian communities and sensitivity to Indian needs.

    · Management skills including leadership/supervisory skills, and decision-making, planning and organizing, interpersonal sensitivity, management control, adaptability/flexibility, stress tolerance, and time management.

    · This individual will need to be able to synthesize complex or diverse information.

    · This individual must demonstrate strong leadership and management stills, including the ability to motivate other, exhibit sound decision making, and work in a team environment.

    · Ability to handle multiple tasks, work independently or in a group, manage priorities, and uses time efficiently to develop realistic action plans.

    · Knowledge in MS Office Suite necessary, Project Management software experience highly desirable.

    · Knowledge of Housing and Urban Development {HUD) and Environmental Protection Agency {EPA) regulations, federal and tribal contracting regulations, FPST TERO regulations, and general industry safety compliance and enforcement.

    · In-depth knowledge of safety procedures and policies (e.g. CDC, OSHA, EPA) and procedures.

    · Excellent verbal and written communication skills.
