     It is the mission of the South Carolina Department of Juvenile Justice (DJJ) to impact and transform young lives, strengthen families, and support safer communities through targeted prevention and rehabilitation.

    JOB PURPOSE:

    The Director for Employee Relations & Benefits will serve as the agency's subject matter by providing oversight, guidance, and leadership primarily to the work activities for the Employee Relations team while simultaneously supporting the Benefits and Workers’ Compensation areas for the South Carolina Department of Juvenile Justice (SCDJJ). This position serves as the advisor to human resource staff in these areas and ensures human resources programs are in compliance with Federal, State and Agency procedures. The position also serves as a senior-level resource in these content areas to agency’s executive management team and other agency divisions. The position must demonstrate the consistent ability to produce desired outcomes that align with both state and agency policy.

    JOB RESPONSIBILITIES:

    Assists in the quality completion of all tasks within the scope of the Employee Relations Division to include the oversight and recommended updates to the policies, procedures, and functions of the Agency’s Employee Relations Office.

    This includes ensuring compliance with Agency and State Grievance processes and ensures compliance with applicable external stakeholders to include EEOC, SCHAC and SCDEW.

    Provides guidance on discipline, employee performance and Management's concerns pertaining to personnel.

    Oversees and ensures the timely application and execution of the agency’s benefits programs.

    Provides leadership and direction to the benefits staff while ensuring customer needs are being met for PEBA related programs to include health, retirement and leave plans.  

    Provides leadership and direction to the agency’s worker’s compensation processes and claims management to ensure that all cases are handled timely and in conjunction with state law and agency policy.

    Develops and maintains a beneficial relationship with the State Accident Fund.

    Appropriately conducts and supervises sensitive workplace investigations and prepares investigative reports on both external and internal complaints involving allegations of any agency policies not involving conduct with juveniles. This includes but is not limited to allegations of discrimination of federally protected classes.

    Ensures the agency and applicable Human Resources staff remain current on all applicable content pertaining to employee relations and benefits including but not limited to EMPS, Supervisory Practices, ADA Interactive Process/Accommodations and FMLA application.

    Performs other job-related duties as assigned.  

    STATE MINIMUM REQUIREMENTS:

    Bachelor's degree and four (4) years of relevant human resources experience with a focus on Employee Relations to include supervisory experience in a human resources office.  

    ADDITIONAL REQUIREMENTS:


    Incumbent must be knowledgeable of the various Civil Rights Laws, FMLA, ADA, and State Human Resources Polices and Regulations along with Workers Compensation and unemployment claim processes.  

    Thorough knowledge of State Employee Grievance Procedure Act to the Agency’s internal grievance process and appeals to the State Human Resources Director.  

    Ability to demonstrate and apply administrative and business management principles, practices, and procedures.

    Requires excellent critical thinking and analytical skills with the ability to make decisions and exercise good judgment when interacting with all levels of employees and outside entities.

    Must have effective oral and written communication skills with a very strong attention to detail.

    Under limited supervision of the Human Resources Director, the incumbent will work independently using established Human Resources guidelines and best practices.

    The Employee Relations & Benefits Director will serve as the subject matter expert as it pertains to state and agency policy.

    The Employee Relations and Benefits Director must be able to identify and modify current practices to create a culture of continuous improvement to ensure desired outcomes are achieved.

    The Employee Relations and Benefits Director must be consistently exercising sound judgement and make consistent decisions that mitigate risk to the agency and will be responsible for exercising independent judgement on a daily basis and maintain good working relationships with agency leaders.

    This position performs job duties relating to the custody, transportation, or recapture of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of Juvenile Justice.  Training applicable to these duties will be provided.

    Experience with the South Carolina State Regulations to include The State Employee Grievance Act is strongly preferred in conjunction with a working knowledge of the State's benefit plan.
