    Summary:
    The Director of Labor Relations (bus) participates in the formulation of goals and objectives for Bus Operations' contract negotiations and develops strategy proposals to the Deputy General Manager (DGM), Bus Administration to obtain these objectives.
    Roles and Responsibilities:
    • Participates in the formulation of goals and objectives for the collective negotiations process for all Surface Transportation Operation units.
    • Provides direct, daily support to Deputy General Manager, Bus Administration & Labor Relations (DGM) with development and implementation of major departmental objectives and goals.
    • Assists the DGM with all Surface Transportation Operations union interactions to address the regular management of all labor matters and transactions.
    • Provides guidance to Surface Transportation Operations management concerning contract interpretation and implementation for several Surface Transportation Operations collective negotiations agreements, including developing and implementing effective counseling to supervision on the uniform application of disciplinary procedures and measures of agreement employees.
    • Takes lead role for articulating and presenting Surface Transportation Operation's positions and defense in matters before various agencies, including NJ PERC and direct support to counsel in judicial proceedings.
    • Coordinates with and assists Surface Transportation Operation's counsel in the prosecution and defense of labor arbitrations, administrative, judicial and other proceedings.
    • Conducts regular meetings and discussions with union officials and representatives in effort to reach collaborative resolutions of varied labor issues.
    • Advises the DGM and field management on current and pending laws impacting labor relation issues.
    • Leads the development and presentation of labor relations trainings to non-Agreement field management.
    • Acts as party-arbitrator in arbitration proceedings involving NJ TRANSIT Bus Operations.
    Education, Experience, and Qualifications:
    • Preferred - Law degree or Master's degree in Industrial/Labor Relations and three (3) years or more of actual labor relations experience in a unionized Surface Transit or Bus Operations setting, OR, in lieu of an advanced degree, a Bachelors degree in Labor Relations, Business Administration, or related area and five (5) years of progressive managerial experience in labor contract administration in a unionized Surface Transit or Bus Operations setting. **Note: A individual who does not possess either an advanced or bachelors degree may still meet the requirements for consideration if they have seven (7) years or more of progressive managerial experience in a unionized Surface Transit or Bus Operations setting AND one (1) year or more of those seven years is experience in actual labor relations and contract administration work.
    Knowledge and Skills:
    • Strong leadership skills
    • Superior verbal and written skills and abilities to interpret and properly draft contracts, letters of agreement and labor regulations guidance documents.
