    Reporting directly to the IT Chief Information Officer, the Director of Strategic Investments is responsible for providing daily operational oversight and executive leadership for the IT Strategic Investments Office (SIO). The IT Strategic Investments Office is responsible for the successful implementation of the agency s most complex, high-risk and highest priority IT projects and investments by planning for, developing, and assigning appropriate IT resources. This position is responsible for multiple technology functions within the IT Division: IT Project Management, IT Contracts and Vendor Management, IT Strategic & Tactical Planning, IT Testing Services, and the IT Agile Coaching Practice.

    This position requires advanced IT management skills to ensure overall operational integrity of the Department s core mission to Keep Washington Safe and Working. As we move away from aging technology, strategic thinking will be required regarding future investments and the larger IT Strategic Plan. The implementation and ongoing maintenance of the IT strategic plan is critical to ensure technology innovation. In the regular performance of this position, the incumbent will directly interact and advise Executive Leadership of the agency on the execution of technology investments. The incumbent will also ensure a comprehensive and thoughtful approach among IT leaders. This position collaborates enterprise-wide with all agency divisions, groups, other agencies, and vendors to oversee the IT project delivery lifecycle.

    Duties

    • Budget Management Experience: They will be responsible for a $10M biennial budget for operating expenses, projects, and contracts.
    • Contract and Resource Management Experience: They will be responsible to oversee an IT procurement and vendor management team that supports critical products and services.
    • Social and Emotional Intelligence: They must be aware of their own thoughts, feelings, and beliefs and understand how that impacts their ability to lead others through high pressure situations.
    • A collaborative, strategic leader that enables teams to deliver results under high-pressure scenarios, where the legislature is often involved.
    • Knowledgeable of methods involved with providing direction, planning, communication, and ensuring effective teamwork on enterprise-level projects.
    • Demonstrated leadership with a history of strategic, operational, and relationship building success within a complex, matrixed organization that operates in partnership with numerous key constituents, collaborators, and partners.
    • Willingness to work in a complex structure to achieve goals.
    • Ability to hire, manage, mentor, and coach a diverse workforce.
    • Responsible for shaping the strategic agenda, supporting development of business plans, and developing and executing a comprehensive strategy that aligns functional strategies across the agency functions deemed critical to the success of long-term business objectives.
    • Responsible for the successful delivery of approved projects through centralized services ensuring solution functionality, usability, reliability, performance, and supportability.


    Qualifications

    Qualifications Required:

    • Bachelor's degree in Information Technology, Computer Science, Business Administration or related field; equivalent work experience may be considered on a year for year basis.
    • Ten years experience working in or with Information Technology teams with experience in three or more of the following IT disciplines:
      • Personnel hiring
      • management and administration of an IT workforce
      • IT budgeting and planning
      • large scale vendor management
      • contract administration
      • The management of IT Projects, business system analysis,
      • Enterprise IT system testing and QA verification,
    • Five years of experience managing teams of employees, two years of which managing at least two or more teams of employees, each team composed of more than two employees.
    • Two years of experience managing contracts and working with vendors.
    • Experience or knowledge in the following:
      • Making critical decisions related to business technology needs.
      • Working with cross-functional managers and teams and deciding with broad agency impact.
      • Building cohesive collaborative teams within complex, political environments.
      • Consulting with an executive management team.
      • Project and change management and related methodologies, processes and approaches.
      • Communicating effectively including the ability to build relationships at executive levels with technology and solutions.

    Preferred

    • MBA/MS in Information Technology, Business Administration, Public Administration or related degree.
    • Experience or understanding of state government operations and the authorizing environment (OCIO, OFM, Legislature) in which the department operates.
    • Certification as a Project Manager, Business Analyst, Change Management or other related position.
