Director, Employee and Labor Relations – Office of Human Resources Salary: Commensurate with experience POSITION
SUMMARY: Reporting to the CHRO, the Director, Employee and Labor Relations is
responsible for all employee and labor relations matters and functions within
the Office of Human Resources, as well as supervising learning and development
and compensation functions. DUTIES AND RESPONSIBILITIES: Serves
as lead HR business partner in advising and counseling Deans, Directors, and
other leaders in matters
of employee performance, documentation and discipline, as well as proposed
position restructures/eliminations. Addresses and resolves conflicts
productively and proactively. Provides guidance to supervisors of union employees,
interpreting four (4) University collective bargaining agreements, and
responding to CBA grievances at labor relations step. Assists outside counsel
with preparation of cases for grievance arbitration. Serves as lead University
negotiator in collective bargaining negotiations. Oversees the University’s non-faculty performance
appraisal program; ensures compliance; makes recommendations for updates;
provides training for end users. Oversees a number of HR employee engagement initiatives;
develops and implements programming and events. Investigates or oversees handling of employee
complaints/issues, including HR Complaints, Title IX, and Anti-discrimination. Manages investigative processes, in accordance with the
appropriate policy, including conducting investigations by creating an
investigative plan, conducting notifications to appropriate stakeholders,
conducting witness interviews, making determinations, drafting investigation
findings and reports and communicating investigation outcomes with key
stakeholders. Interprets and applies University employment-related
policies, and assists with drafting new polices or amending policies as
necessary or advisable. Provides advice and
consultation to staff and management regarding application of a broad range of
policies, procedures, practices, and compliance issues; ensures that policies, processes, and programs are
consistent with the University’s mission. Serves as Deputy Title IX Coordinator, conducts prompt, fair,
and impartial fact-gathering/investigations in the resolution of reports of
sexual misconduct and gender discrimination; ensures parties’ understanding of
University’s Sexual Misconduct and Gender Discrimination policy and procedures;
develops and implements engaging and thought-provoking classroom and online
Title IX training for employees. Oversees PA unemployment compensation process. Develops,
implements, and delivers various learning and development programs to groups of
different sizes and in different modalities (i.e. remote/online, in-person
etc.). Oversees learning and development
function. Manages
compensation-related activities including position classification, benchmark
surveys, FLSA, and related training. Completes other duties as assigned. SUPERVISORY DUTIES AND
RESPONSIBILITIES: Supervises work of others, including planning, assigning,
scheduling and reviewing work, ensuring quality standards. Responsible for
hiring, terminating, training and developing, reviewing performance and
administering corrective action for staff. Plans organizational structure and
job content.

REQUIREMENTS: Minimum qualifications: Bachelor’s degree in
Human Resources, Business, Psychology or closely related field of study from an
accredited institution and 5-8 years of progressively responsible and related
experience. Preferred qualifications: A Master’s
degree in Human Resources, Industrial Relations, JD, MBA or closely related
field of study from an accredited institution, previous higher education HR
administration experience managing employee and labor relation functions, and
PHR/SPHR certification is preferred. Alternately, the successful candidate
may possess any equivalent combination of experience and training, which
provides the knowledge, skills and abilities required to perform the essential
job functions. This includes, but is not limited to, the following: Experience
working in an employee relations or HR Generalist capacity, or relevant legal
experience advising on employment law matters, with experience in handling a
high volume and wide variety of employee relations matters in a fast-paced
environment; Experience
with labor relations, including prior experience with leading or serving in a
key role related to labor negotiations; Knowledge
of a wide range of HR functional areas, including employee and labor relations,
legal compliance, and learning and development; Knowledge
of MS Office Suite and HRIS systems, including Banner, Cognos, and Cornerstone is
preferred; Ability
to work creatively, collaboratively, and effectively across a wide range of
stakeholders at the University, including the HR leadership team, other members
of the HR team, the Legal Affairs and Title IX Team, the University’s leadership
team, other employees and students. Ability
to communicate effectively in person and in writing with all levels of the
organization and with diverse constituencies. Ability
to work independently and as an effective team member. Excellent
