    Responsibilities:

    Under the direction of the CEO, provides advanced government and public relations work. Plans, develops, coordinates, and implements the agency’s marketing and public relations programs and activities in support of the agency's mission, vision, and outreach goals. Assists in the development, implementation, and support of Workforce Solutions and acts, as necessary, as the agency liaison with local government chambers of commerce, economic and trade organizations, and other agencies to promote workforce initiatives. Research best practices in workforce development marketing and public relations from throughout the country; recommends new and innovative approaches. Exercises discretion and independent judgment in matters of significance as related to the general business operations of the agency. Performs other relevant duties as assigned.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Public Relations/Social Networking

    • Provides oversight and strategic direction for Client media relations activities as implemented in-house and through agency of record.
    • Leads and coordinates Client efforts to develop effective and systemic communication strategies and to deliver consistent, clear messages and information to a diverse set of stakeholders, media, and elected officials via outreach and a variety of social networking platforms.
    • Monitors and maintains social networking sites and content to keep messaging consistent with mission, values, and strategic plan.
    • Supervises the writing and delivery of media advisories and job and data reports for the public.
    • Identifies opportunities to leverage media coverage of organization activities and funded services.
    • Briefs Board of Directors (BOD) and Board Staff before they meet with the public and news media.
    • Provides information to newspapers, TV and radio stations, and civic organizations.
    • Schedules and conducts interviews and news conferences.
    • Oversees the participation in radio and television programs.
    • Advises the BOD and Board Staff on communication with all audiences.
    • Monitors media, implementation of media campaigns, press events and interviews, creation of information packets/folders and research for press materials.
    • At the direction of executive leadership, research, writes, edits, and distributes Client publications and responses to Requests for Information by the media, including those under the Freedom of Information Act.
    • Conducts focus groups and information gathering of customers for program and outreach improvement.
    • Develops & executes materials and campaigns to promote Client programs.
    • Implements outreach & engagement activities.

    Advertising/Marketing

    • Implements and enhances a strategic integrated marketing and communications plan, with annual benchmarks and assessment measures.
    • Conducts outreach marketing activities to develop Client’s regional presence, profile, brand, and reputation.
    • Assesses the market potential for Client’s target markets and develop and implements a marketing strategy for identified audiences.
    • Serves as a content and creative resource to the BOD for outreach initiatives; develops communication plans and marketing strategies to support BOD activities.
    • Provides oversight and strategic direction for the website to integrate Client’s branding and messaging strategies.
    • Provides oversight and strategic direction for Client’s presence at conferences, on panels, workshops, and other events for targeted external constituencies.
    • Develops and manages the annual budget for marketing and public relations.
    • Builds and leverages partnerships with outside organizations that will extend Client’s brand and messaging.
    • Assists in the implementation of the BOD strategic plan.
    • Maintains and organizes publicity books, communication materials, mailing lists, video library and computerized and hard copy photo library.
    • Writes, edits, produces, distributes, and updates communication materials, coordinates production with printers and designers, research new designers, printers, photographers, etc.
    • Produces E-News, provides site management and development of website content.
    • Works with executive management and the BOD to coordinate public presentations, files, etc.
    • Directs the preparation of layouts and content for outside papers, magazines, and websites.

    Government Relations

    • Represents Client on legislative and regulatory issues affecting workforce development in the Alamo region.
    • Analyzes and frames workforce policy issues for public dissemination and for use by the BOD and partner organizations, (e.g., The San Antonio Chamber of Commerce’s SA to DC annual trip).
    • Coordinates the appropriate responses with executive leadership and the BOD to legislative developments.
    • Drafts materials for government activities, (e.g., letters to the chief elected officials and their staffs, letters of statement, and briefing papers).
    • Advises the BOD and Board Staff on their engagement with internal and external audiences as appropriate.
    • Attends functions as appropriate and addresses external groups on issues of common interest.

    Labor Market Information

    • Communicates labor market information with news media, state and local government agencies, regional agencies, and other user groups.
    • Acts as a representative of the labor market information section of Programs in performing public relations activities.
    • Develops written material, publications, demonstrations, visual presentations, exhibits, and other documentation to inform external organizations, collaborating partners, and the public on targeted demand occupations and other labor market information.

    Special Events

    • Plans and executes Client events including but not limited to summits, conferences, fairs, appreciation events, education events, workshops, and seminars.
    • Assists with contracts, prepares, and manages budgets and cost/benefit analyses and produces detailed recaps after each event.
    • Serves as the primary liaison to vendors hired for events.
    • Serves as primary contact on third-party events and actively solicits events run by outside organizations to benefit the Client.
    • Organizes and executes Client representation at trade shows and various trade fairs.
    • Manages committees and Client staff involved in the planning and execution of events.
    • Plans and executes all supporting PR/Marketing activities for event.
    • Conducts post-event surveys for data collection and distribute findings to Board staff and contractors.

    Community Programs

    • Acts as liaison between Client and community-based programs/organizations.
    • Implements education programs to inform community of Client funded services and programs.
    • Identifies relevant partnerships to enhance Client programs and services.
    • Maintains community database for dissemination of information.

    SUPERVISORY RESPONSIBILITIES

    • Supervises and develops staff; plans, assigns, monitors, and evaluates performance, in accordance with agency expectations.

    KNOWLEDGE, SKILLS, AND ABILITIES

    • Strong working knowledge and expertise in marketing and public relations.
    • Knowledge of the local labor market and area education and training institutes desirable, not required.
    • Strong knowledge of the region and working relationships with media, community organizations, and the marketing/public relations community.
    • Ability to collaborate with diverse interest groups (including business, education, and government) to identify and solve problems.
    • Demonstrable ability to collect data from internal and external sources and provide analysis.
    • Strong interpersonal and communication skills in writing, editing, speaking, and listening.
    • Ability to function effectively individually and as a member of a team.
    • Strong organizational and project management skills.
    • Proficient in the use of Microsoft products, including Word, Excel, and Power Point.
    • Exhibit strong creative skills.
    • Exercise skill in using tact, discretion, initiative, and independent judgment.
    • Bilingual in Spanish and English preferred.
    • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future. 

    Education: 

    • Bachelor's degree from an accredited college or university in public relations, communications, marketing, or a related field, required. 5 years of related experience required. Work with public or non-profit organizations preferred.

    Travel Requirements:  

    This position will involve no travel.
