Job Summary
Provides assistance to the Administrative Director of Laboratory Services and laboratory personnel by managing all aspects of the laboratory computer operations. Serves as supervisor for phlebotomy and clerical staff.
Essential Functions
- Ensures compliance with accrediting agencies
- Maintains accreditation with JCAHO, AABB and state and federal license
- Performs installation and management duties relating to LIS as required by the Hospital’s agreement with the LIS vendor
- Serves as the primary liaison with the vendor and MIS on a day-to-day basis
- Controls Security Codes and system privileges for all LIS users
- Maintains the synchrony of data between laboratory Information System and HIS
- Coordinates laboratory computer operations, maintenance report with laboratory supervisory staff and computer vendors
- Designs and is responsible for implementing manual operation systems that provide adequate backup during computer down time
- Plans and executes both initial and on-going training sessions for all laboratory personnel
- Monitors LIS regularly for errors and problems with laboratory tests results and releases them to supervisor for corrective action
- Generates, collates and checks monthly summary management reports for accuracy and distributes to laboratory manager
- Participates in the Department’s Service Improvement Program to demonstrate continuous quality improvement
- Quarterly provides Department manager with Service Improvement Report
- Assists the Administrative Director in the development and implementation of department policies and procedures to assure that computer operations comply with both laboratory and federal standards
- Serves as department computer liaison with managers of other departments, administrators, physicians and nursing units
- Maintains a trouble shooting log and a 24 hour call system for computer problems, and any problems will be communicated to the Administrative Director
- Available for weekends/holidays rotation as needed to maintain optimal laboratory coverage, thus reducing or minimizing any interruptions to laboratory operations
- Develops a good rapport and cooperative working relationships with all members of the laboratory
- Reviews annually employee, laboratory and safety policy and procedure manuals to maintain complete understanding of hospital, regulations, new and relevant
- Inspires confidence of patients, co-workers and visitors by performing and communicating in a highly professional manner
- Supervises phlebotomy and clerical staff
- Reviews outstanding phlebotomy report to ensure work is picked up in a timely manner and monitors rounds for timeliness, accuracy and efficiency.
- Maintains clerical schedule to provide adequate coverage for the department
- Ensures that VNA orders are entered and billed in a timely manner
- Orders necessary supplies from storeroom, central supply and request service from other departments as needed (i.e. Building Services and Transportation)
- Organizes laboratory data to be stored offsite
- Volunteers to adjust personnel schedule in-conjunction with the process of departmental scheduling and needs
- Assumes responsibilities for attending in-service
- Understands the needs of others in relation to laboratory operations; uses good judgment when responding to their request especially physicians
- Performs and ensures that work is performed according to established policies and procedures
- Completes projects and assignments within the requested time frame
- Ensures that supplies are available without last minute ordering
- Familiar with maintenance agreement for instruments within area(s) supervise
- Ensures that all work is completed during shift
- Endorses complete to next shift if and when work is incomplete from shift
- Informs the department manager of any variances
- Makes an effort to expand knowledge of departmental and laboratory operations
- Assumes the responsibilities and makes decisions as needed in the absence of the Lab manager
- Provides direct input in the development of the schedule
- Provides appropriate coverage for section and or shift during staff shortage (vacation, illness etc.)
- Performs staff orientation to sections(s) policies and procedures
- Conducts section meetings at least quarterly with minutes to department manager
- Performs performance appraisals as directed
- Disciplines employees following hospital and laboratory policies and procedures
- Attend scheduled meetings with Medical and Administrative Directors
- Promotes and participates in staff cross-training
- Participates in evaluation an development of new procedures
- Reviews annually employee, laboratory and safety policy and procedures, to maintain complete understanding of hospital, regulations, new relevant, and pertinent information
- Develops policies and procedures
- Identifies ways to increase laboratory revenue and decrease laboratory expenses
- Acts upon any reports and/or recommendations from other hospital disciplines as well as from authorized agencies, as appropriate
- Ensures that all necessary remedial actions are taken and documented whenever significant deviations for the laboratory’s established performance characteristics are identified
- Manages human resources effectively
- Maintains current job descriptions, annual competencies and evaluations
- Ensures that employee orientation is completed
- Sets expectations, develop plans, manage processes and participates in performance improvement
- Analyzes and uses date for measuring the performance of processes and outcomes of care
- Designs new or modified services or processes that incorporate the needs and expectations of patients, staff and others, current knowledge and results of performance improvement results
- Measures and assess the effectiveness of performance improvement and safety improvement activities.

Minimum Education/Certifications
Associate degree, Bachelor’s degree, MT or MLT Computer skills preferred.
Minimum Work Experience
Minimum two years of experience in HealthCare or Information systems.
Working Conditions
Light work of lifting up to 30 pounds and or carrying objects weighing up to 25 lbs. Responsible for lifting carrying, pushing and pulling objects.
Supervising, reading, writing, interpreting, consulting, evaluating, planning, designing, analyzing, organizing, implementing and documenting.
Frequent contact with water (hand washing and cleaning) biohazards body fluids.
Sufficient noise and interruptions to cause distraction and stress.
Hazardous working conditions in which individual may be exposed to a risk of bodily injury through contact with moving instrumentation and body fluids.
