    What You’ll Do:

    This position will lead the Office of Broadband Development’s (OBD) GIS efforts. The GIS Coordinator will serve as liaison between Missouri's Office of Administration’s Office of Geospatial Information (OGI) and the OBD, enabling conversations and strategic thinking regarding GIS data collection and mapping. They will also lead the planning and execution of the OBD’s statewide address level mapping of broadband availability. They will be asked to communicate the vision of the use of geospatial technology and assist with strategic projects to further broadband priorities with the effective use of GIS.


    Specific duties will include:

    • Lead the effort to map broadband availability across Missouri.
    • Consult and closely work with the OBD, the OGI, and other team members to evaluate and plan the organizations’ GIS needs.
    • Serve as a liaison between Office of Broadband staff and GIS developers and users and other stakeholders.
    • Plan, coordinate, and facilitate specific GIS projects and activities to further broadband development, planning, and management.
    • Monitor the OBD’s mapping efforts and ensure that they are current and include all relevant information.
    • Provide spatial technology expertise to OBD and their stakeholders
    • Provide guidance and perform GIS data acquisition, create and maintain geodatabase, implementation, and management with consultation with OGI.
    • Participates in other GIS related activities as assigned.

    Knowledge, Skills and Abilities

    • Ability to convey technical information and concepts to non-technical staff and stakeholders.
    • Ability to define a problem, analyze relevant information, and develop solutions and plans to solve the problem.
    • Ability to develop and sustain cooperative working relationships.
    • Excellent communication skills, both verbal and written.
    • Comprehensive knowledge of the principles, practices, terminology, and trends in GIS.
    • Working knowledge of geodatabases, cartography, and ArcGIS Server.
    • Comprehensive knowledge and experience with ESRI ArcGIS Desktop Products (ArcMap, ArcCatalog, ArcPro).
    • Experiences in ESRI cloud based technology that are utilized by ArcGIS Online.
    • Knowledge in Python or scripting language helpful.
    • Good customer service.
    • Ability to be self-motivated, exercise independent judgment and take action on it.
    • Ability to effectively plan, prioritize and execute tasks while under pressure.
    • Ability to learn and adapt to changing GIS technologies and capabilities.

    Minimum Qualifications:

    Bachelor’s degree with an emphasis in GIS, Geography, Computer Science or a closely related field

    AND

    Three or more years of experience in GIS or a related field.

    Professional experience in these areas may substitute for education on a year for year basis.


    This is a temporary, full-time, benefit-eligible position based upon federal ARPA funding. Position funding will end no later than December 31, 2026.
