Supervises, coordinates, and oversees the daily operations. Responsible for the collection and processing of specimens to obtain data for diagnosis and treatment of disease; oversees a wide variety of technical activities to ensure the efficient operation of the clinical laboratory.

Bachelor’s degree in science preferred. California Laboratory Scientist license is required while ASCP and/or specialty licenses are desired. Proven managerial skills. Six or more years of experience as a CLS is required and two years in a supervisory position is desired.

Coordinates intradepartmental services.

Determines the qualifications and competence of department/service personnel who provide patient care services.

Orients and oversees in-service training of all persons in the department/service.

Responsible for quality assurance and quality control programs.
Responsible for the preparation of payroll records.
Responsible for the evaluation of personnel in accordance with performance standards.
Ensures that proper procedures are followed in the safekeeping and administration of blood and blood products.
Ensures that daily, weekly, and monthly maintenance is done on all instruments.
Ensures that for each test procedure there is a complete, written, current description and instructions to follow.
* Planning and Coordinating
Demonstrates effectiveness in establishing priorities for ongoing clinical laboratory operations; meets deadlines for departmental programs and special projects.
Oversees daily billing and communicates with Information Systems Department about any problems.
Oversees billing to outside facilities including CHC.
* Communicating
Maintains effective communication with all laboratory staff members, other hospital departments, physicians, and the public.
In cooperation with the Pathologist and Director, monitors test over utilization, recommends corrective actions as required.
Monitors proficiency testing, including documentation of review of each individual result that exceeds that stated limit of satisfactory performance.
Periodically conducts staff meetings for all shifts in an open format to encourage the identification of current issues affecting Laboratory Services staff members, uses the forum as an opportunity for active problem solving.
* Decision Making
Implements and maintains an effective preventative maintenance program for the laboratory, ensures that there is a written
preventative maintenance schedule for all laboratory equipment, monitors compliance and recommends corrective actions as appropriate.
Establishes and monitors criteria for the immediate notification of the practitioner responsible for the patient when critical limits of specified test results are exceeded, implements corrective actions as required.
* Staffing
Consistently demonstrates the ability to utilize available Human Resources in order to maximize the effectiveness of work performed by the Laboratory Services Department.
Ensures that all licensed Laboratory Services staff members have current valid and appropriate credentials.
Ensures that there are adequate ongoing education programs and training opportunities for all staff members, including orientation for new employees, relevant in-service education sessions, and comprehensive laboratory safety training in accordance with OSHA regulations.
Ensures that criteria based performance evaluation standards have been developed for each position in the Laboratory Services Department, revises performance standards as necessary.
Evaluates all Laboratory staff annually.
In-services and evaluates new Laboratory staff at 3 month probationary time.
Makes and/or helps with monthly scheduling
* Delegating
Effectively organizes a system of inventory control, monitors a continuing record of materials on hand, ensures proper storage and maintains levels that minimize waste, emergency requests, or unavailability, implements corrective actions as appropriate.

Ensures that all employees of the Laboratory Services Department understand their personal role in the event of a fire of internal/external disaster while on duty, regularly reviews department fire and disaster procedures.
* Controlling
Reviews rates and procedure codes, supervises the processing, billing and charging of outside laboratory tests.
Promptly investigates complaints concerning Laboratory Services and takes appropriate actions.
Ensures that strict confidentiality following HIPAA guidelines are adhered to by all staff members and takes immediate actions with regard to any confidentiality violations.
