Program Manager, Directive Scheduling Program Manager

    This position will be filled at either the Program Manager 1 or Program Manager 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

    As a Program Manager 2 (PM2) or Program Manager 1 (PM1), Provisioning Program Manager, within the Stockpile Management Office (ALDWP-SMO) Organization you will provide provisioning support to the overall scope of work within the LANL (Los Alamos National Laboratory)-Production Agency (PA) for specified, assigned weapons programs and report directly to the Project-Program Director 5 (PPD 5) and Project-Program Director 6 (PPD 6). The selected individual will be responsible for cross-site/cross-agency collaborations to ensure overall successful provisioning process execution.

    As a PM1 or PM2, you will serve as a LANL-PA interface with the assigned weapons programs' management teams, internal line organizations, and the assigned NNSA program offices as well as other NNSA (National Nuclear Security Administration) sites to ensure LANL components are managed through the NNSA provisioning process. The selected individual will work in partnership with the assigned weapons programs' management teams, including the Principal Program Managers, Deputy Program Managers, and/or Control Account Managers for each of their assigned programs to support the provisioning scope of the assigned portfolio, while balancing the best interests of the customer, the programs, and the institution as a whole.

    The selected individual will work with the assigned program management teams to provide provisioning support for all NNSA inter-site materials, hardware, and components needed for successful program execution. The provisioning PM in coordination with the assigned program/project management teams and executing line organizations, is responsible for developing, implementing, and tracking Integrated Contractor Orders (ICOs) for all applicable NNSA inter-site shipments. The provisioning PM serves as the official gatekeeper for WR components, and as part of this, is required to use the NNSA Logistics, Accountability, Planning and Scheduling (LAPS) database for tracking NNSA WR component inventory, analyze production schedules against the Federal Program Office (FPO) Life-of-Program (LoP) directive schedules, analyze LoP component availability, including diversion request impact analysis, and identify and effectively communicate status and/or impacts to internal and external stakeholders.

    Minimum Job Requirements:

    Stockpile Management: Entry-level knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process.

    Program Management: Entry-level knowledge of and experience in program management of technical work, including defining and monitoring program work scope, schedules, priorities, budget(s) and performance milestones; reporting schedule variance; and defining and tracking associated schedule variance corrective actions to closure.

    Portfolio Management: Entry-level knowledge of the NA-12 (Office of Stockpile Management) based programs.

    Communication: Excellent oral and written communication and presentation skills.

    Collaboration: Experience interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Experience in developing and nurturing effective customer relationships in order to collaborate internally with each assigned program management team and effecitively report provisioning information to the FPO and external provisioning counterparts across NNSA sites.

    Additional Job Requirements for Program Manager 2:

    Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs and NNSA Production Agency deliverables and management process.

    Program Management: Working knowledge of and experience in program management of technical or work, including defining and monitoring program work scope, schedules, priorities, budget(s) and performance milestones.

    Portfolio Management: Working knowledge of the NA-12 (Office of Stockpile Management) based programs and the NA-12 NNSA WR components.

    Education/Experience at lower level: Position requires a Bachelor's Degree in a technical or STEM related field, from an accredited institution and 2 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

    Education/Experience at higher level: Position requires a Bachelor's Degree in a technical or STEM related field, from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

    Desired Qualifications:

    Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

    Integration Tools: Demonstrated experience in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

    Product Life Cycle: Demonstrated experience in supporting a program or set of programs through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).

    LANL: Working knowledge of regulatory and Laboratory requirements related to programmatic work of assigned portfolio(s) is preferred.

    Certifications: Project Management Institute Project Management Professional (PMP) certification or equivalent.

    Education: At the second level an advanced degree in a technical or STEM related field is preferred.

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2.     Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
