    SUMMARY:
    The Director of Residential Services has primary responsibility for the operation of the adult Residential Services program which includes support of participants in assisted living homes, supervised apartments, and independent apartments and homes. The Director is responsible for assuring compliance with state licensing regulations and with state and agency policies and procedures. The Director is also responsible for program planning and development, budget and expenditure monitoring, staff recruitment, training and supervision, participant intake process, implementation of Plans of Care (POC’s) and interagency coordination.

    DUTIES AND RESPONSIBILITIES:

    1.    Maintains current knowledge of state laws, regulations, policies and procedures pertinent to residential services.
    2.    Recruits, trains and supervises staff, performs evaluations, recommends personnel actions and implements staff development strategies.
    3.    Evaluates program services, designs and implements program development objectives.
    4.    Coordinates program intake procedures and assure design and development of individualized participant services.
    5.    Secures and monitors funding for residential services and for participant personal expenditures.
    6.    Monitors participant wellness and medical care.
    7.    Monitors implementation of participant Plans of Care (POC’s).
    8.    Monitors purchasing procedure for residences and maintains inventory records.
    9.    Inspects residential settings and assures necessary maintenance including cleanliness, utilities and security.
    10.    Inspects residential settings for compliance with fire, employee and personal safety procedures.
    11.    Conducts regular staff meetings.
    12.    Supervises vehicle scheduling, maintenance and purchase.
    13.    Prepares and maintains program records.
    14.    Monitors, evaluates and revises program budget.
    15.    Assists in preparation of grant applications and funding proposals.
    16.    Assures coordination of residential services with other agency programs.
    17.    Attends trainings, in-services, conferences and staff meetings.
    18.    Responsible for maintaining training compliance in accordance with FRA policies and procedures, state and federal regulations.
    19.    Monitors staff training compliance, case note documentation and other staff requirements using an electronic medical record (EMR).
    20.    Inputs participant information into electronic medical record, in accordance with agency procedures, state and federal requirements.
    21.    Makes public presentations regarding agency and residential services.
    22.    Maintains interagency and community contacts related to residential services.

    MINIMUM EDUCATION AND EXPERIENCE:

    1.    Bachelor’s Degree in Social or Behavioral Sciences, Education, Rehabilitation, Business/Health Administration or related field. Experience and/or specialized education may substitute for degree requirements on a year for year basis. Master’s Degree preferred.
    2.    Five years experience working with individuals experiencing developmental disabilities, two of which must be at the management level.
    3.    Proven ability to lead and supervise a large workforce required (developmental disabilities residential program preferred).
    4.    Must meet agency insurance criteria for operating agency and personal vehicles on agency business (21 y/o and licensed 3 years).

    KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
    Thorough understanding and personal commitment to least restrictive and individualized support for participants. Demonstrated proficiency in direct care activities and training and in monitoring the physical, emotional and health needs of the participant. Demonstrated successful experience in directing, supervising and evaluating personnel. Ability to manage remote locations. Thorough knowledge of residential services, applicable policies and regulations, and experience with individualized service planning. Must have good writing skills. Previous grant writing experience preferred. Demonstrated ability to communicate effectively with participants, staff and the general public. Must have reliable transportation and maintain a good driving record. Must possess the knowledge and ability to utilize a computer and electronic medical record (EMR) system. Ability to learn new software and hardware applications, including Microsoft Office applications and accounting software. Must be able to work a flexible schedule to meet the demands of the program.

    LICENSES/CERTIFICATIONS REQUIRED:
    Alaska Driver’s License
    Certification in Adult/Child and Infant CPR
    Certification in First Aid
    Safety-Care Certification

    IMMUNIZATION REQUIRED:
    Annual PPD Test
    Hepatitis B immunization (or) Waiver

    WORKING CONDITIONS:
    Sedentary Work: Exerting up to 10 pounds of force occasionally and/or negligible amount
    of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
    Light Work:    Exerting up to 10 pounds of force occasionally and/or a negligible amount of force constantly to move objects.

    PHYSICAL ACTIVITIES:
    Lifting:    Raising objects from a lower to a higher position or moving objects horizontally from position-to-position.
    Talking:    Expressing or exchanging ideas by means of the spoken word. Those activities which demand detailed or important instructions spoken to other workers accurately, loudly or quickly.
    Repetitive Motions: Substantial movements (motions) of the wrist, hands, and/or fingers.
    Driving:    Minimum standards required by State Law (including license).

    ENVIRONMENTAL CONDITIONS:
    None:     The worker is not substantially exposed to adverse environmental conditions (such as typical office or administrative work)
