What You Will Do Los Alamos National Laboratory (LANL) - Carlsbad Operations is located in Carlsbad, New Mexico and is the home of the Repository Science and Operations (RSO) Division. The RSO is responsible for providing Mobile Loading Source Recovery Team (MLSRT) operations and certification support to the Off-site Source Recovery Program (OSRP) of LANL in areas including planning, loading, leak testing, and shipping operations associated with the 380-B and 435-B NNSA-owned Nuclear Regulatory Commission (NRC) Certified Type B shipping containers for transport of OSRP-recovered sealed sources. The successful candidate will lead the RSO MLSRT that provides expertise in Type B packaging operations and performs loading/unloading operations and transportation certification of shipments of radioactive sealed sources from medical facilities/laboratories/universities across the United States and abroad. This position will be filled at either the TRU Waste Sciences Manager 3 or TRU Waste Sciences Manager 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level. TRU Waste Sciences Manager 3 ($105,700 - $176,400) This position is responsible for the day-to-day aspects of operations and deployments, the primary LANL-CO/MLSRT point of contact for safety and will serve as primary point of contact for the OSRP Program Manager, OSRP Deputy Program Manager and OSRP Type B Container Lead. The candidate will interact with the OSRP Program Manager and/or OSRP Deputy Program Manager on long-range planning for team deployments, manage the American Society of Non-destructive Testing (ASNT) and function as the program Level-III for helium and pressure change leak-testing. The candidate will maintain all plans and procedures in accordance with federal and laboratory standards, develop plans and procedures for new shipping packages and processes, and will ensure all equipment, M&TE and rigging is properly maintained and ready for deployment. The candidate will develop and maintain MLSRT training programs, ensure all MLSRT personnel are trained and qualified to perform operations, ensure all MLSRT operations are performed in compliance with the governing documents, plans and procedures and will report quality related issues to LANL-CO QA Manager/Specialist, OSRP Type B Container Lead, LANL-LA QA Specialist, and OSRP Program Manager. TRU Waste Sciences Manager 4 ($127,800 - $215,000) In addition to the duties outlined at the lower level above, qualification at the TRU Waste Sciences Manager 4 level requires the successful candidate to provide technical leadership and will plan, develop, and implement new program opportunities within the mission. The candidate will ensure the team members maintain a high level of operational and technical excellence, produce work within budget and time constraints, and that team members maintain a safe work environment by providing and promoting consistent work planning, independent oversight, employee engagement, hazard identification, and development of appropriate hazard control plans, compliant with national laboratory, federal, and state requirements and regulations. What You Need Minimum Job Requirements: * Extensive (10 years) experience in Type B packaging operations and/or transportation of radioactive materials.
* Extensive management (10 years) experience managing teams at multiple remote sites.
* Wide-ranging knowledge of Type B packaging operations/maintenance, conduct of operations, and quality assurance programs.
* Extensive (10 years) experience with ASNT in areas related to helium and pressure change leak testing.
* Excellent interpersonal, verbal and written communication and the ability to interact with a variety of constituents.
* Excellent technical writing skills. Demonstrated consultative experience in interacting effectively with all levels of external and internal personnel, building trust, gaining consensus, and resolving conflicts.
* Ability to obtain a DOE Q-clearance.
Additional Job Requirements for the TRU Waste Sciences Manager 4: In addition to the requirements outlined above, qualification at the higher level requires: * Extensive skill in researching and recommending alternative solutions to problems associated with the management, disposition, coordination, packaging, movement, storage, quality control and/or transportation of MLSRT casks and sources.
* Demonstrated leadership and mentoring experience in the development of personnel and succession planning in a large complex business environment.
* Experience in strategic planning, resource planning and allocation, setting objectives, and meeting milestones.
* Experience to integrate and implement tenets of multiple management systems including safety, security, quality, configuration management, and conduct of operations.
* Demonstrated experience presenting complex technical material to a variety of audiences.
Education/Experience at lower level: Position requires a bachelor's degree in Science, Environmental Management, Engineering, Mathematics, or Computer Information Science and 5 years related experience; or a combination of education and experience directly related to the occupation. Education/Experience at higher level: Position requires a master's degree in Science, Environmental Management, Engineering, Mathematics, or Computer Information Science and 12 years related experience; or a combination of education and experience directly related to the occupation. Desired Qualifications: * Experience at a National Laboratory or a National Nuclear Security Administration (NNSA)/Department of Energy (DOE) facility.
* Demonstrated knowledge and understanding of Laboratory organizational structure, policies, and procedures.
