    Summary:
    Under general supervision, oversees and manages the staff and technical services of the processing and phlebotomy services at the Alaska Native Medical Center (ANMC); develops, implements and monitors processes and procedures to ensure accurate and efficient specimen processing and phlebotomy draws.

    Responsibilities:

    Monitors, assesses, reviews and evaluates the efficiency and effectiveness of the specimen processing and phlebotomy services in the ANMC laboratory. Plans and formulates program goals, objectives and functions. Writes standard operating procedures and prepares reports and statistical summaries. Participates in efforts to improve the operation and efficiency of the laboratory. Investigates and resolves patient and employee incidents and discrepancies involving specimen processing and phlebotomy services. Investigates recall notices and manufacturer updates for applicable materials.
    M anages and schedules technical staff. Develops goals and priorities, and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches assigned staff. Implements corrective actions and conducts performance evaluations. Provides leadership, direction and guidance to direct reports. Conducts departmental meetings.
    E nsures timely, accurate and efficient completion and approval of laboratory and administrative paperwork. Maintains record keeping systems in compliance with established procedures. Designs forms and documents to be used as templates and tools for tracking records in the laboratory. Monitors applicable laboratory budget. Maintains inventory to assure adequate supplies.
    O versee Lab Clerk Duties. Monitor Lab clerk duties such as reviewing superbills, discharging and scanning. Monitor operation of incoming bush specimens. Oversee Lab Courier Duties, nonitor timely pick-up and deliver of Lab specimens in the main lab. Oversee Lab Assistant duties, monitor processing of incoming Lab specimens. Oversee Lab Phlebotomy services. Ensure specimens integrity, verifies correct labelling and paperwork, and resolves discrepancy with specimen documentation.
    R epresents laboratory in divisional and organization-wide planning and quality improvement committees and initiatives. Advises hospital staff on clinical laboratory specimen collection techniques.
    P erforms other duties as assigned.

    MINIMUM EDUCATION QUALIFICATION
    H ighschool diploma or GED equivalent.
    M INIMUM EXPERIENCE QUALIFICATION Non-supervisory – Three (3) years of related laboratory/phlebotomy experience.
    A ND
    S upervisory - One (1) year involving employee supervision.
    M INIMUM CERTIFICATION QUALIFICATION
    P hlebotomy certification ASCP, NCCT or equivalent national certification agency.
    P REFERRED EDUCATION QUALIFICATION
    A ssociates in Medical Laboratory Science degree
