    The UCPath Center is the University of California's shared services center in Riverside, CA. The UCPath Center manages the payroll, benefits, and other human resources transactions for more than 200,000 UC employees working across ten UC campuses, five medical centers, three national labs and more.     POSITION SUMMARY

    The Leaves Administration Supervisor will work within the UCPath Center, reporting directly to the WFA/ Leave Administration Manager. The Leaves Admin Supervisor receives department assignments in the form of objectives with goals and the process by which to meet goals. Administers policies that directly affect subordinate staff. Provides priority setting and work flow analysis. Exercises judgment within defined procedures and policies to determine appropriate action. The Leaves Admin Supervisor is responsible for supervising and providing guidance to a team of workforce administration (HR) and benefits staff, and provides direction according to established policies and management guidance. Maintains the implementation and operational workflow of administrative practices and procedures regarding leave administration which encompasses human resources, benefits and financial functions. Also, the incumbent of this role serves as a subject matter expert for extended leaves of absences, including FML and Non-FML leaves, human resources, payroll and benefits tasks, providing expertise on complex issues and escalated cases in accordance with UC policies and procedures. The Supervisor Recommends changes to department policies, procedures and practices. Identifies risks and responds accordingly. Provide priority setting and ensures proper controls are implemented with day-to-day activities of a section of a unit. Supervises support staff in medium to large unit; with complex and broad responsibility processing personnel transactions and/or administering related policies and procedures.

    HR FUNCTIONAL SUPERVISION

    Responsible for the direct supervision and guidance to professional HR and Benefits staff members responsible for leave administration duties in the development, implementation and maintenance of leave of absence operations Leads the development and monitoring of policies and procedures for department and department operations Implements changes to ensure continuous process improvement; maintains measurements of effectiveness on current processes against benchmark metrics Interacts with peer supervisors and managers across the UCPath Center. Acts as an advisor to unit to meet schedules and resolve issues Facilitates discussion among location HR, Benefits, UC Office of the President, and UCPath Center regarding recommended changes to leaves programs that have administration implications Ensure the centralization and maintenance of official employee records as well as mandated documents as required by federal and state legislation Administers new leaves processes, utilizing industry best practices in order to achieve consistency and standardization across extended absences Manages subordinates work schedules and assignment of appropriate tasks. Trains and instructs staff to perform assigned tasks Analyze existing business processes, identifying inefficiencies, enhance and quality control standards and implement standardization Develops and implements work schedules and appropriate assignments Leads the development and monitoring operational and budget processes, staffing, resources management and space planning Makes final determinations when hiring of new employees, salary actions, terminations, and performance ratings Assists in the resolution of highly complex and escalated leave of absence, benefits billing and HR issues and situations related to business process and technology Functions as a subject matter expert to WFA manager on matters pertaining to issue resolution, module configuration and discrepancies in routine personnel transactions and procedures Facilitates discussions among Locations, UCOP, and UCPath Center regarding issues and concerns with employees on extended leaves of absences related to paid, unpaid, intermittent FML and Non-FML leaves, benefits billing, voluntary disability, return to work and life events.

    TECHNICAL MANAGEMENT

    Supports the WFA/ Leaves Administration Manager on the delivery of HRIS System strategies to include process and quality management Maintains a high level of technical and legal knowledge within all areas of Human Resources, Benefits and UC Policy and Procedures related to Extended Leaves of Absences and Leaves Administration Regularly leads complex negotiations with internal and external stakeholders with system integrations, interfaces and other dependencies Facilitates system administration activities – e.g. system maintenance, system testing, system/data checks fault-finding and resolution, managing user access. Responds to escalated inquiries from internal and external clients, resolves problems and recommends solutions Identification and prioritization of existing and potential issues and risks, and helping to develop strategies and controls to mitigate Use sound judgment to identify which issues and risks should be escalated to leadership, governance groups, and prepare relevant documentation Oversees the support to the leaves administration staff including the provision of system demonstrations, advice, training and daily technical support Determination of functional configuration updates in the WFA, Absence Manager and Benefits Billing modules and proper audits and provide technical finding reports Perform business and systems analysis, document requirements and provides suggestion on potential system configuration enhancements Use in-depth knowledge of benefits billing and extended leaves of absence business processes and rules to communicate system needs and requirements Responsible for on data integrity within the Benefits Billing and Absences Management modules within UCPath to improve data accuracy and reliability Provides data for auditors, and local, state, or federal agencies such as job status, job codes, time entry codes, job titles, pay grades, etc. And responds to complex employee data verification requests Investigates employee data integrity issues like improper job classification/coding; performs appropriate action as needed Acts as the subject matter expert across functional areas for PeopleSoft's Workforce Administration, Benefits Billing and Absence Management modules Researches, analyzes, evaluates, and recommends optimal solutions in the development of new modules/capability; works and leads others to provide recommendations regarding future system enhancements; plans, analyzes and executes testing of software upgrades or configuration migrations Provides oversight for the implementations of changes to PeopleSoft impacting the Workforce Administration, Benefits Billing and Absence Management modules

    Required Qualifications
    • A minimum of four (4) years of directly related experience, or the equivalent combination of education and experience.
    • Communicates effectively with a diversity of communication styles. Possesses excellent written and verbal communication skills to convey technical information in a clear and concise manner.
    • Ability to delegate, oversee assignments, train and coach staff. Makes decisions regarding work assignments and scheduling of subordinates.
    • Maintains an understanding of the unit goals and how this position supports those goals.
    • Demonstrated ability to handle difficult or volatile situations/individuals effectively.
    • Monitoring to proactively detect errors as they arise, to ensure errors are corrected before or soon after they occurs within UCPath
    • Working knowledge of personnel policies and applicable laws and regulations.
    • Demonstrates thorough knowledge of workforce administration and compensation's procedures in large and complex institutions; general knowledge of various functional human resources area.
    • Has knowledge on systems and technology that support workforce administration. Understands how changes to these will affect outcomes and overall operations.
    • Exercises judgment in developing and maintaining operational policies and processes that meet business needs and are compliant to law. Demonstrates in-depth knowledge of federal and state legislation when it comes to employee status and data issues.
    • Experience in project management, planning, execution, monitoring, and controlling. Demonstrated understanding of project management concepts, practices, and standards.
    • Strong analytical, problem solving, critical thinking and organizational skills to evaluate options and implement solutions.

    Preferred Qualifications
    • Has transactional/ technical knowledge of the University's HRIS information systems.
    • Skill in applying regulatory and legislative knowledge of FMLA and other state and local statutory leaves and other appropriate compliance requirements.
    • Skill in applying knowledge of disability concepts, disability plans, medical terminology, claim management practices and principles, reasonable accommodations and return to work practices.
    • Intermediate level skill in Microsoft Word and Excel Project management experience with emphasis on process redesign.

    Education
    • Bachelor's degree in Human Resources, Sociology, Business Administration or related area and/or equivalent experience/training.

    SALARY AND BENEFITS

    Salary: The recommended salary range is $99,600 - $111,000. Commensurate with experience.
