    The HUD VASH Social Work Supervisor provides services at an advanced practice level and provides clinical intervention through groups, individual/family crisis services and case management to eligible Veterans and their family members to meet biological, psychological, social, and housing needs. The incumbent represents an increasingly complex level of clinical care, which utilizes a comprehensive range of clinical expertise and homeless service models in the provision of bio-psychosocial rehabilitative, case management and health maintenance services to assist Veterans to reach their individual Recovery goals and their optimal level of independent function and health.

    Duties include but are not limited to:

    • Assists the Homeless Programs Coordinator in planning, establishing, and implementing policies and procedures; developing individual and/or program goals and objectives as well as monitoring, evaluating, coordinating and overseeing the Social Work staff of the assigned program.
    • Performs the administrative and personnel management function relative to the staff supervised.
    • Establishes guidelines and performance expectations for staff, through the formal employee performance management system.
    • Assures the staff supervised are aware of and adhere to all current directives of Veteran Heath Administration (VHA) and meet current Joint Commission standards, State Licensure standards, and Office of the Inspector General (OIG) expectations.
    • Conducts ongoing intensive reviews and appraisals to ensure the accomplishment of objectives and adherence to standards set by governing bodies.
    • Conducts ongoing program evaluation and data-driven quality improvement projects, including the collection, tabulation, and presentation of clinic/program statistics, trends, and outcome measures to monitor the effectiveness of the clinical programing, improve performance and delivery of services, and ongoing updates for the HCHV annual report, GAP Analysis and the Operational Plan.
    • Monitors and administers VISN and VHA performance standards and measures; attends VISN and VHA meetings as requested.
    • Ensures program Social Workers conduct routine suicide risk screens; comprehensive assessment and collaborative safety plan.
    • Establishes and maintains positive working relationships with employees, volunteers, consumers and stakeholders (advisory boards, consumer councils, community agency services, etc.) within the VA and outside community agencies.
    • The incumbent works with Program Support Clerks, Program Coordinators, and MH staff to facilitate timely referrals, enrollment, and admissions.
    • Responsible for developing the treatment plan utilizing the MH Treatment Planning software, and setting achievable and measurable treatment goals with the Veteran, family, and/or significant others.
    • Makes rapid assessments and develops crisis management plans to facilitate admission inpatient psychiatric services, residential rehabilitation and medical detoxification services.
    • Utilizes expert knowledge of VA and/or community resources to meet the needs of the Veteran in crisis.

    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Education - Candidates must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
    • Licensure - Social workers at the GS-13 must be licensed or certified by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure.

    May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).


    Grade Determinations:

    GS-13 Level: Supervisory Social Workers must possess one year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Must possess an in-depth administrative knowledge, clinical expertise, and complex program managerial skills in the independent management of homeless and employment services and are able to demonstrate the following knowledge, skills and abilities:
    • Ability to independently organize work, set priorities, and meet multiple deadlines.
    • Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.
    • Ability to ensure provision of clinical social work services by supervised social workers.
    • Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.
    • Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.
    • Ability to provide staff training and development.
