    The Job Description

    General Statement of Duties

    An employee in this class involves the initiation, preparation and organization, and enforcement of child support orders in a Child Support Enforcement program (IV-D).

    Distinguishing Features of the Class
    Work requires considerable knowledge of all areas of the Child Support Enforcement Program, thorough knowledge of applicable legal procedures, and knowledge of investigating cases. Thorough knowledge of the Child Support Enforcement Program and applicable legal procedures; considerable ability to interview clients, absent parents and related sources, and to investigate cases; considerable ability to organize, analyze, and summarize case information; basic math skills; ability to establish and maintain effective working relationships with clients and absent parents, location resources, offices of the Clerk of Court, Magistrates, District Attorney, Sheriff, other court officials, and private attorneys. An agent investigates and prepares cases for the attorney and tracks witnesses and determines their credibility, assists the attorney in the courtroom in presenting the case and reviewing evidence, negotiates agreement with the absent parent, and testifies in court as required. In monitoring court-ordered payments, agents determine what action should be taken when the absent parent is in arrears and assists with wage garnishments. Work is performed under the general authority of the Director of Consolidated Human Services with daily and direct supervision from the Child Support Enforcement Unit Supervisor. Employees are evaluated by review of records and reports, in conferences, successful completion of required trainings, as well as performance observation.

    Duties and Responsibilities
    Essential Duties and Tasks
    • Ensuring timely and accurate responses are provided to the Director of Consolidated Human Services, departmental and unit management and citizens.
    • Processing responses to the county and state when complaints are filed.
    • Processing responses with other county and state child support offices on child support cases involving more than one jurisdiction.
    • Ensuring that all responses are clear, concise and consistent.
    • Communicating customer complaints that may potentially result in complex policy or legal issues to Child Support Unit Management as well as the Consolidate Human Services Department.
    • Provides child support services to public assistance clients and non-public assisted clients.
    • Gathers and prepares documents for court proceedings.
    • Generates show cause orders; schedules hearings; testifies in court; negotiates with defendants and attorneys.
    • Prepares the disposition calendar; records notations to case event files; drafts court orders; sends correspondence to applicable parties.
    • Processes incoming and outgoing registration petitions.
    • Facilitates communication between custodial and non-custodial parent.
    • Prepares petitions.
    • Maintains and updates case files, records and reports.
    • Conducts data entry, modification and verification in state child support system.
    • Establishes and modifies support requirements; prepares court documents for approval.
    • Works with client and outside agencies to establish paternity.

    Knowledge, Sills, and Abilities
    • NC Child Support Agent experience
    • Thorough knowledge of the NC Child Support program, including intergovernmental case management and financial case management
    • Demonstrated experience using the Automated Collection and Tracking System (ACTS)
    • Effective communication skills, both verbal and written
    • Ability to perform complex financial case audits
    • Proficiency with Microsoft Word and Excel
    • Strong organizational and analytical skills
    • Excellent interpersonal skills to work with co-workers, leadership, agency attorney, state, county and community partners
    • Proven experience with identifying and resolving problems with excellent attention to detail
    • Ability to recognize, facilitate, and follow through with plans, tasks, and job responsibilities
    • Proven integrity, strong teamwork goals, good judgment, a positive attitude and the drive to pursue program challenging goals

    Physical Requirements
    • This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
    • Work regularly requires sitting, using hands to finger, handle or feel, and speaking or hearing, frequently requires walking, standing, reaching with hands and arms, repetitive motions, pushing or pulling, stooping, kneeling, crouching, or crawling, and occasionally requires climbing or balancing, tasting or smelling, and lifting.
    • Work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision.
    • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly.
    • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
    • Work requires preparing and analyzing written or computer data, use of measuring devices, operating machines, operating motor vehicles or equipment, and observing general surroundings and activities.
    • Work requires regular exposure to outdoor weather conditions, and the occasional exposure to moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and risk of electric shock.
    • Work is generally in a moderately noisy location (e.g. business office, light traffic).

    Desirable Education and Experience
    A four year degree and six months experience in eligibility, investigative, judiciary, or legal work that provides knowledge, skills and abilities needed to perform the work; or an equivalent combination of education and experience.

    Special Requirements
