Land Surveyors Supervisor supervises a staff who surveys and investigates land surfaces to project precise measurement and location of lines, angles, points, areas, and elevations. Ensures the staff performs project research, boundary calculations, and records accuracy of survey data, notes, and sketches. Being a Land Surveyors Supervisor may require a bachelor's degree in area of specialty or in a related area. Typically reports to a manager or head of a unit/department. The Land Surveyors Supervisor supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. Thorough knowledge of department processes. This classification performs duties associated with management of the County’s nature parks, preserves, and conservation areas.
Essential Physical Skills
Use of hands and fingers with dexterity; use of both arms and legs; good vision and hearing with or without correction. Frequent work inside the office in a sedentary posture. Frequent walking, standing, lifting and carrying (25 pounds alone, 50lbs with assistance), reaching above shoulders, kneeling, bending and squatting and the ability to tolerate outside working conditions for long amounts of time throughout the year. Ability to operate County automobile, boat, machinery and other light and heavy equipment. Ability to complete an annual pack-test per NWCG standards for wildland firefighters at the moderate or arduous level.
Working Conditions
Extended work in the field under all weather conditions. Work around all types of machinery and motorized equipment. Exposure to herbicides, insects, toxic plants, wildlife, heat, humidity, smoke and fire. Inherent risk of injury while participating in physical activity. Exposure to sun and heat, smoke and fire. Frequent computer use. Field work in undeveloped areas in all weather conditions with associated wildlife, insect and terrain hazards. Frequent public contact. Indoor/Outdoor situation; high noise environment while performing certain responsibilities. Lifting equipment up to 25 lbs. alone; up to 50 lbs. with assistance.
This is a safety-sensitive position. Employment and continued employment with Manatee County Government is contingent upon passing pre-employment and random substance screenings. An applicant/employee who fails to pass a drug/alcohol screening, shall be disqualified from employment in any class for a period of three (3) years.Essential Functions:

Updates and drafts site land management plans for preserves and conservation areas throughout the county.
Develops and implements work plans in accordance with site land management plans and the Natural Resources Division mission.
Develops work specifications and works with purchasing officials to develop contracts. Takes lead role in Division in developing continuing service agreements that meet the Division/department needs.
Plans, organizes, assigns, supervises and evaluates work performed by contractors, staff and/or volunteers.
Develops SOPs and safety manuals for programs within the Resource Management Division.
Identifies funding opportunities and develops applications for grant programs that support natural resource management and restoration.
Reviews and interprets laws, rules and regulations affecting land management activities and instructs department in compliance. Develops division and departmental policies & procedures for review by leadership.
Maintains GIS spatial database of land management activities and amenities and assists other staff in accessing and using the spatial database. Identifies and works with
IT to develop new capabilities as needed.
Plans and safely conducts prescribed burns in rural and urban settings including necessary outreach including community meetings Develops outreach materials as needed.
Assists with all hands-on aspects of land management including the following: vegetation management (mowing, discing, roller-chopping, herbicide application, and chainsaw operations), construction of fences, trails and other preserve amenities, and administration of a recreational hunt program.
Communicates clearly, effectively and tactfully, orally and in writing.
Performs other related work (including weather or other emergency duties) as required.Bachelor's degree from an accredited college or university in natural/physical sciences, environmental science, geography, or closely related field.
Minimum of six (6) years professional or technical experience related to natural resource management, biology, ecology and/or environmental science.
Must hold a valid Florida Class "E" driver's license at the time of hire.
Must have a valid Certified Prescribed Burn Manager's Certificate issued by the Florida Forest Service or other state’s equivalent.
Must obtain a Restricted Use Pesticide applicator's license issued by the Florida Department of Agriculture and Consumer Services with Natural Areas category within three months of hire.
Equivalent combinations of education and experience may be considered.Knowledge, Skills, and Abilities:
Advanced knowledge in Florida ecology, wildlife biology, botany, habitat requirements, land management, restoration methods and tools as well as other applied science principles, data collection and analysis, site preparation techniques, and local, state and federal regulations.
Considerable knowledge of planning, program development, permitting, project and contract management, and monitoring and reporting, grant writing and management, local government policies and procedures and safety regulations.
Excellent written and verbal communication, advanced land management and coordination skills, use of modern desktop and mobile computer equipment and software, monitoring equipment, GPS and GIS mapping equipment and associated software programs.
Able to read and comprehend maps, surveys, plans, construction documents, technical scientific data, use of hand tools and power tools.
Ability to perform moderate to demanding physical work under all weather conditions in a safe and conscientious manner, analyze and interpret complex data, conduct short and long-range natural resources planning, identify ecosystems, habitats, wildlife and plants, collect and analyze ecosystem function, and wildlife data.
Able to identify and make recommendations on natural resource management issues, maintain accurate records, establish and maintain excellent working relationships employees, government officials, private organizations, and the general public.
Able to develop effective partnerships, effectively represent the Department in a professional manner to local, state, and federal officials and the general public, present technical information, ideas and recommendations clearly and succinctly in written and verbal form.
Able to demonstrate sensitivity to political, social and fiscal constraints regarding planning issues, projects and programs, understand and apply applicable rules, regulations, policies and procedures relating to environmental programs, read and create documents, maps, and graphics, read and understand permits, surveys, construction plans and specifications, manage multiple tasks and prioritize projects.
3/11/2024 - This position will assist the Division Manager in planning, setting objectives, implementing, and monitoring long range and short term land management goals/projects, including wetland and upland habitat enhancement, prescribed fire management and planning, restoration planning, sustainable harvest of forest resources including assistance with the administration of a recreational hunt program, management plan writing, site amenities development, and invasive species management on the County's preserves and conservation areas. Responsibilities include updating management plans, implementation of land management goals and objectives, habitat maintenance and enhancement projects; monitoring and annual reporting on land management activities; data collection and analysis; report and grant writing. implementing and managing grants; office and field GIS mapping; contract and project management; assisting with long- and short-range planning; reports and presentations.
