Under general managerial guidance: Manages the Corporation's Payroll and Benefits functions. Functions as System
Administrator for the payroll and benefit software programs.
ESSENTIAL FUNCTIONS: Fundamental Duties Spent Performing Function
1. Manage Payroll and Benefits operations including application of Personnel Policies, wage and hour laws, Federal and State benefit laws and regulations, including H1PAA. Management of workflow, identifying issues and resolving problems.
2. Administers Company's time management system. Responsible for training staff on the functionality of the system.
3. Provides ad hoc payroll and benefits reports to company management.
4. Manages and administers the annual open enrollment process for welfare benefits.
5. Responsible for audit results including internal audits of payroll, benefits and workers' comp. External audit related to the Company's financial statements, external audit related to the ER1SA plans and worker's compensation audits.
6. Responsible for the company's incentive programs, including the deferred profit sharing plan.
7. Responsible for regulatory reporting including annual Form 5500s for defined contribution plans, EEO-1, ACA Forms 1095, Worksite report (DOL).
8. Responsible for operation of internal controls affecting payroll and benefits, including general account reconciliations.
9. Manages third-party vendor relationships. The payroll vendor is deemed critical to the operations: paying employees accurately on time and recording resulting compensations costs. Numerous other vendors are very important to the operations including 401(k), welfare benefits broker and carriers, COBRA TPA, and others.

MINIMUM KNOWLEDGE, PRIOR WORK EXPERIENCE, AND SKILLS NEEDED TO PERFORM JOB FUNCTIONS:
Previous operational experience, preferably in an operational payroll or benefits processing function where the incumbent has gained a working knowledge of federal payroll tax and benefits reporting requirements and of PC automated payroll, benefits and accounting activities. Supervisory experience preferred. Successful completion of college level coursework in human resources related subjects and/or accounting is highly desired, bachelor's degree in finance, accounting or business related field preferred. Incumbent must possess excellent interpersonal, organization, communication and analytical skills.
PHYSICAL DEMANDS:
Travels to various locations. Works extended periods of time inputting and retrieving data from PC. Lifts boxes weighing up to 50 lbs.
