Library Services Manager manages the daily planning, staff, and operations for the acquisition, classification, maintenance, licensing, and distribution of print and digital materials to meet the information needs of library users. Coordinates process to research, review, identify and procure new materials to develop the library's collection. Being a Library Services Manager performs cataloging and creates bibliographies and metadata to classify the library's collection of books, serial publications, documents, audiovisual, and other materials. Develops and oversees support, service, and technology resources to ensure that groups and individuals can access requested materials. Additionally, Library Services Manager requires a bachelor's degree. Typically reports to a director. The Library Services Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions.     NATURE OF JOB:
    The Head of Technical Services and Cataloging is responsible for cataloging, organizing, and processing library materials, both physical and virtual, for the Northwest Regional Library System, as well as database maintenance duties for the integrated library system. This position supervises Technical Services Department staff and will oversee the materials acquisition process and customer notification and billing.ESSENTIAL FUNCTIONS & RESPONSIBILITIES:
    • Directs, trains, and coordinates activities of staff engaged in the acquisition and physical preparation of library materials. Determines work procedures, work schedules, and expedites workflow.
    • Performs original and copy cataloging, using standard cataloging principles, of all formats of library materials for all NWRLS locations to facilitate their identification, access, and use.  
    • Reviews materials to be classified and searches information resources to determine subject matter.  Assigns classification numbers, descriptive headings, and explanatory summaries to facilitate locating and obtaining materials.   Examines materials and notes additional information such as bibliographies, illustrations, maps, and appendices.
    • Interprets and applies Library of Congress subject headings, the Dewey Decimal System, the AACR2, RDA, and the Online Computer Library Center (OCLC) manuals in cataloging and classifying library materials.
    • Maintains authority records and performs needed authority work in the database.
    • Manages withdrawal of catalog records and items. 
    • Participates in budget preparation and projections related to acquisitions, cataloging, and materials processing.
    • Coordinates the process of identifying and removing missing and long overdue items from the collection, on a monthly basis, to ensure an accurate database of library holdings.
    • Performs annual batch deletes of inactive library accounts, system lost and missing items, and outdated fines
    • Functions as the point of contact for library system staff for any issues or questions pertaining to cataloging, processing of resources, catalog database maintenance, and customer notification and billing. Consults with library staff in order to resolve cataloging and database problems.
    • Develops and presents staff training on the use of the public access catalog, circulation systems, and collection maintenance reports. 
    • Coordinates with Information Technology Department staff in diagnosing problems with the database or its proprietary software, and scheduling updates and maintenance. Consults directly with the database vendor to resolve issues when appropriate.
    • Oversees customer email notification and overdue/lost billing processes.
    • Maintains statistics in collection inventory and technical services activity and prepares reports including conclusions and recommendations for solutions to department problems.  Completes the annual state statistical report section pertaining to library collections.
    • Tracks the materials acquisition process and makesadjustments as needed to improve efficiency of operations.
    • Maintains awareness of current cataloging and technical services practices and makes recommendations for improvements.
    • Requests department supplies such as book covers, book tape, barcodes and labels.
    • Operates audio/visual item repair equipment to clean and repair DVDs and CD audio discs.
    • Participates in regular staff meetings as a member of the library management team and reports on Technical Services Department activities and issues.
    • Carries out supervisory responsibilities in accordance with County policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; disciplining employees; addressing complaints and resolving problems.
    • May submit orders for library materials, assign fund accounts, and receive and verify invoices and orders in the absence of department staff.
    • Maintains harmony among workers and resolves grievances.
    • Regular reliable full-time attendance as scheduled.
    • The employer may add to or change duties at any time and as determined by the County and its leaders to best ensure that the public is served through the work of the Department.
    • Performs other related duties as assigned.
    MINIMUM QUALIFICATION REQUIREMENTS:
    • Bachelor’s Degree plus three (3) or more years of work experience cataloging library materials. 
    • Five (5) or more years of work experience cataloging library materials may be substituted for the Bachelor’s degree.
    • Knowledge of cataloging principles including MARC, DDC, and RDA.
    • Supervisory experience strongly preferred.
    • Must maintain good interpersonal and communication skills to deal with public.
    • Must be able to speak, write, and comprehend English language.
     LICENSES AND/OR CERTIFICATIONS:
    Possession of or ability to obtain a valid Florida driver license upon offer of employment with a driving record acceptable to the County Driving Policy and insurance program.KNOWLEDGE, SKILLS, & ABILITIES:
    • Must have good interpersonal and communication skills to deal with public.
    • Outstanding project management and organizational skills.
    • Excellent oral and written communication skills.
    • Expertise in the use of MS Word, Excel, and Outlook is essential.
    • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, financial reports, and governmental regulations. 
    • Ability to write reports, business correspondence, and procedure manuals. Ability to respond to common inquiries or complaints from customers, staff, or regulatory agencies. 
    • Ability to effectively present information and respond to questions from managers, Boards of Directors, library staff, and the general public.
    • Ability to calculate figures and amounts such as discounts, interest, percentages, and area.  Ability to apply advanced mathematical concepts.
    • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
    • Ability to type; experience with word processing; proficient in use of graphical operating systems; experience with computer systems maintenance, including troubleshooting hardware and software problems, installation of peripherals, upgrade and repair of hardware, and installation of software applications; proficient in searching Internet, Web, and electronic databases.
    • Ability to operate a computer keyboard and mouse; must be able to use telephone equipment; and must be able to communicate directly with library customers and staff by speaking and listening.
    • Ability to distinguish colors displayed on computer screen for interpretation to library customers and staff and for technical support of library computer systems, have sufficient peripheral vision to determine presence of library customers and staff in perimeter of work area, and be able to adjust focus for close vision of computer monitor and distant vision for staff entering work area.
    • Ability to regularly retrieve office files and materials by climbing and/or reaching to top shelves of standard 84" library shelving, and stooping to floor-level shelves of library shelving and bottom drawers of file cabinets.
    PHYSICAL REQUIREMENTS/ENVIRONMENTAL CONDITIONS:
    Work is primarily performed in an indoor, climate-controlled environment and has moderate exposure to disagreeable elements (e.g., irate customer, extreme noise, heat, odors, heights and/or dust). 
     
    This position requires stooping, crouching, walking, pulling, lifting, grasping, hearing, visual acuity (i.e. seeing up close, seeing far away, depth perception), kneeling, reaching, pushing, talking, standing, climbing, finger movement, repetitive motions.  Frequent lifting 10 to 25 pounds; occasional lifting up to 50 lbs.  Employee must be able to push or pull a loaded two-sided, six shelf book cart. Employee must occasionally retrieve library materials by climbing and/or reaching to top shelves of standard 84” library shelving and stooping to floor-level shelves of library shelving and bottom drawers of file cabinets.
