    For credentialed applicants, we are currently offering a $3000.00 sign-on bonus for candidates hired for any of our four locations with a current FCB certification (Child Protective Investigator, Child Welfare Case Manager, Child Welfare Licensing Counselor) for this position.
    POSITION SUMMARY
    To ensure high quality, trauma-informed foster homes for CPC by providing thorough reviews of foster home licensing materials and attesting to foster home licenses. To ensure ongoing support and advocacy to foster parents through the foster parent brand statement and mission of the Qualitative Parenting Initiative.

    PRINCIPAL DUTIES AND RESPONSIBILITIES
    • Review all initial licensing and annual re-licensing packets to ensure compliance with Florida Administrative Code and Florida Statues.
    • Complete the attestation process for assigned foster homes and submit for processing and issuance of license by DCF.
    • Provide consultation and support to Child Placing Agencies (CPA) to assist in the foster home licensing process. This includes in-service trainings, one-on-one assistance, regular meetings, or as requested by the CPA.
    • Act as a liaison and develop positive and professional working relationships between foster care providers, foster parents, CPC, contracted providers, DCF, GAL and other child welfare stakeholders.
    • Develops and implements a communication plan for foster parent issues, network, policies and announcements and ensures foster parent concerns are processed with feedback.
    • Track customer service issues to improve overall customer service to foster parents.
    • Respond to daily foster care placement related emergencies to assist the Placement Specialists and participate in Placement Stability Staffings, as needed.
    • Assist Placement Specialists with managing capacity by communicating all Placement holds recommended by FCRC, as well as new licenses and closures of homes.
    • Provide instruction of approved curriculum to all new and prospective foster families as needed, including but not limited to Foster Parent Pre-Service Training, CORE Teen, TBRI, and Trauma Toolkit
    • Track CPA licensing submission related to contracted licensing requirements and report findings to CPA’s monthly.
    • Maintain tracking systems related to DCF and CPC requirements for licensing and placement functions, as needed.
    • Attend Foster Care Review Committee,
    • Assist in development and implementation of trainings and other forms of information dissemination to assist Community Partnership for Children in continuing its Trauma-Informed Child Welfare System.
    • Actively participate in the quality improvement process including Quality Reviews with DCF Licensing.
    • Participate in the CPA meetings and Statewide Licensing calls, as needed.
    • Participate in all QPI efforts, including statewide and national calls and QPI steering committee meetings.
    • Participate in foster parent recruitment and retention efforts, including foster care appreciation month.
    • Represent Community Partnership for Children in the community in an effective and professional manner.
    • Attend other meetings as requested or required such as foster parent support group meetings.

    EXPERIENCE/PERFORMANCE REQUIREMENTS (Knowledge, skills and abilities):
    • Minimum of two years foster care licensing experience
    • Knowledge of the Florida Administrative Code and Florida Statutes.
    • Minimum Phase 1 Child Welfare Certification through Florida Certification Board.
    • Excellent communication skills.
    • Ability to assess and problem solve quickly and make decisions.
    • Ability to handle confidential information appropriately.
    • Ability to assess appropriate intervention strategies.
    • Ability to work independently and with direct, onsite supervision.
    • Strong interpersonal skills.
    • Strong time management and organizational skills.
    • Ability to speak, read and write English at the college level.
    • Ability to work in a multi-task environment

    EDUCATION REQUIREMENTS
    • Bachelors Degree from an accredited university in Human Services related field.
    LICENSES AND CERTIFICATIONS
    • If local travel is required, a Valid Florida driver’s license and documentation of current automobile insurance is required.
    • Experience in Excel spreadsheets and Microsoft Word, preferred.
    • Possess a current Background Clearance Screening Letter as required by DCF.
    • If local travel is required, a Valid Florida driver’s license and documentation of current automobile insurance, with $100,000/$300,000 bodily injury liability limit, is required.
    • Experience working with Florida’s Child Welfare System, either with DCF, Community Partnership for Children, or another CBC, preferred.
    • Experience working with FSFN, preferred.
    • Certification from Florida Certification Board as CWCM, CWCPI or CWLC.

    PHYSICAL DEMANDS AND WORK ENVIRONMENT
    Employee will work in an office/clerical environment. The employee will work predominantly seated with recurrent need to walk, stand, and bend from the waist. Occasional light lifting, stooping, and climbing may be required. Occasional local travel.
