Lineman constructs, maintains, and repairs overhead and underground transmission lines. Performs site preparation tasks, including digging holes or trenches, installing anchors, climbing poles, and using equipment like digger derricks, aerial lifts, pulling and tensioning equipment, forklifts, and dump trucks. Being a Lineman installs wire and cable. Follows all safety regulations and procedures. Additionally, Lineman work is performed outdoors in all weather conditions. Typically requires a high school diploma or equivalent. Requires a valid Driver's License. Typically reports to a supervisor. The Lineman works under moderate supervision.     Job Title: Lineman

    Department: Operations

    Reports to: Crew Foreman

    Supervises: Apprentice Lineman


    Other Reporting Relationships:
    The employee may temporarily, or on an ongoing basis, direct the activities of other(s) as determined appropriate by supervisory personnel.

    Internal Relationships: Builds and maintains positive and productive working relationships with fellow employees.

    Member-Consumer Relationships: Builds and maintains positive member-consumer relationships promoting the Cooperative’s plans, procedures, and services as well as promoting a positive image for the organization and its goals and objectives.

    External Relationships: Builds and maintains positive external relationships with the general public and other organizations which contribute to the overall success of the organization and reflects positively on the organization and its goals and objectives.


    PURPOSE OF POSITION

    Constructs, installs, maintains and repairs the electric facilities of the Cooperative.


    MAJOR OBJECTIVES AND RESPONSIBILITIES

    ACCOUNTABILITY - The following activities are specific to this position:

    • Provides work direction and participates in the construction of system facilities utilizing assigned resources; secures materials for job assignments.
    • Performs and assists in the performance of necessary work in the construction and maintenance of overhead and/or underground electric distribution facilities under both energized and de-energized conditions.
    • Patrols the system and is alert to any unsafe or unacceptable conditions and recommends and/or takes corrective action as applicable to the circumstances.
    • Inspects completed work to assure that facilities are built in accordance with specifications, applicability of safety standards, RUS specifications and related regulatory authorities of jurisdiction.
    • Oversees and assists crews in the preparation of reports and work documentation.
    • Maintains all vehicles and equipment in accordance with sound management principles under the general supervision of Foreman.
    • The Lineman is responsible for assuring that work is performed in compliance with applicable safety standards and assures that crew members perform work in accordance with them.
    • Performs such duties and assignments as determined appropriate by supervisory personnel. Such may be communicated verbally or in writing and shall be temporary or ongoing in nature as determined appropriate by management.
    • Performs such duties and assignments as determined appropriate by supervisory personnel either temporarily or on an ongoing basis.
    • Assisting in performing periodic reviews of departmental job responsibilities and assists in update documentation as appropriate.
    • Assists in the review of time sheets, vacation schedules, sick leave etc. as determined appropriate by supervisory personnel and assures that CEMC policies and applicable regulatory procedures are implemented and consistently enforced.
    • Assists in the evaluation of employee job performance and administering the CEMC compensation system within the department as determined appropriate by supervisory personnel.
    • Delegates authority, measures accomplishments of personnel and reinforces a positive work environment by maintaining and promoting a positive leadership role and assists in the job training and development of less experienced personnel.
    • Accomplishes such other duties and responsibilities as are consistent with sound business principles applied on a consistent basis regarding departmental operations and as assigned by supervisory personnel.
    • Assures that safety instruction is provided and applicable safety standards are followed by department personnel.


    The following activities are performed by all CEMC employees:

    • Observe all safety rules.
    • Keep informed of all CEMC plans, policies and programs.
    • Keep supervisor informed of all activities.
    • Exercise reasonable care in the use of and security of all CEMC assets.
    • Make every effort to serve all consumer-members courteously and efficiently; to respond to their inquiries appropriately, and if necessary, refer them to the appropriate party for resolution.


    POSITION SPECIFICATIONS

    Education: High School Diploma and/or Associate Degree in Lineman Technology or equivalent.

    Job Training, Experience, and Knowledge: Two to three years experience in direct line construction, operations and maintenance required. The individual is responsible for the application of lineman skills and techniques to the duties of the position. Must be proficient as a Lineman in skills and abilities as determined appropriate by testing and/or such other skills development and abilities as determined appropriate by management. Previous direct line construction and or maintenance experience required. A thorough knowledge of or the ability to rapidly gain, and consistently apply RUS construction specifications and standards necessary. Must develop, maintain and communicate a thorough knowledge of regulatory issues and standards such as OSHA, National Electrical Safety Code and all other regulatory agencies of jurisdiction necessary. Must have the ability to impart such knowledge to others and assist in skills development of lesser experienced personnel. Must be capable of communicating effectively in written and oral form, completing work reports and related work documentation. A combination of educational equivalents, and/or directly related prior work experience and/or training with demonstrated proficiency may be substituted for any or all of the educational requirements.

    Abilities and Skills: Must have strong mathematical abilities and the ability to perform responsibilities effectively and timely. Individual must have the ability to perform multiple tasks and maintain a high degree of accuracy in work performance and finished work quality. Must be proficient, or capable of demonstrating proficiency in a short time, the effective utilization and application of computerized and related technological methods to the duties of the position. Must have the ability to work as a team in the promotion and accomplishment of the organization’s goals and objectives overall and as they relate to the department. Must have the ability to interact positively with others, solve problems and communicate solutions to others constructively.

    Equipment and Machinery Operated: Motor vehicles, computers, small hand held or mobile electrical instruments and devices, customary office and business communications equipment are utilized in the position. The individual should also be familiar with and capable of operating equipment utilized in the construction, operation and maintenance of an electric utility, including but not limited to line vehicles, trenchers, tractors, tampers, and related vehicular and power operated equipment.

    General physical activity and demands: Lifting and moving of weights in excess of 100 pounds is frequently required. Position requires the individual to be capable of stooping, bending, reaching, climbing, pole climbing and grasping and frequently walking long distances. Good hand to eye coordination is necessary as is the ability to read electronic displays and screens, printed materials and maps and tools and materials. Must be capable of utilizing hand held and manually operated tools coincident with the duties of the position. The duties of the position are primarily accomplished inside a warehouse and outside with exposure to weather extremes.

    Driver’s License requirement: Must maintain a valid N.C. Driver’s License of the type specified by the Cooperative if necessary to carry out the duties assigned to the position.

    Overtime Status: This position is subject to the overtime requirements of the Fair Labor Standards Act, as amended.
