Engineer (Associate/Engineer/Senior Engineer)

    At Rainbow Water, we are a small team with a big mission. We are adding an engineer to our team to take on a key role in managing CIP projects and planning studies involving new, expanded, or rehabilitated water and wastewater facilities.

    Join us to act as a cradle-to-grave project manager, perform developer and other plan checks, contribute to the District's long-term planning, and perform related work for the Engineering Department. The engineering group is a small group of just six team members, so you will have the opportunity to work on a wide range of projects.  

    To be successful in this role, you will need impeccable project planning and time management skills and be able to exercise professional judgment and initiative in developing solutions to complex problems, interpreting policies and requirements, and determining appropriate action plans.

    Generous compensation: This is a series classification, and the District is open to hiring at any level, depending on the experience and qualifications of the selected candidate. Pay ranges are as follows:
    Associate Engineer: $89,891 - $130,467 annually
    Engineer: $103,478 - $150,002 annually
    Senior Engineer: $118,994 - $172,525 annually
    This position is eligible for up to a 3% cost of living adjustment July 1, 2024.

    As the only in-house professional engineer, you will be critical in planning and managing the infrastructure projects that allow the District to deliver safe, reliable water distribution and wastewater collection services within our 82-square-mile service area.

    While no two days will be the same, you will spend most of your time on the following activities: 

    • Coordinating with consultants, District staff, and external stakeholders to manage CIP and other projects related to the design, construction, maintenance, repair, and replacement of the District’s water distribution system, wastewater collection system, and all District grounds, buildings, and other facilities.
    • Reviewing public and private project plans and submittals for conformance with the District’s Standards, operational requirements, long-term maintenance, and operational needs, conformance with the American Water Works Association, State Division of Drinking Water, and other federal, state, and local standards. 
    • Reviewing project-related construction contract documents, technical specifications, and special provisions review material submittals/shop drawings to ensure conformance with project-specific requirements during construction. 
    • Contributing to the District’s Master Plans and/or related planning studies.
    • Managing the overall project implementation process from design, advertisement, construction, and project close-out, including preparation of contract documents (e.g., the Requests for Proposal (RFPs) and bid documents) to ensure advertisement and award processes comply with the Administrative Code and public contracting laws. 
    • Coordinating project schedules with District staff, contractors, developers, owners, and other public agencies. 
    • Monitoring project progress to ensure schedules are followed and comply with legal requirements, District policy, and project plans. 
    • Evaluating project alternatives considering financial, operational, maintenance, property/right-of-way, and constructability factors; and developing appropriate recommendation(s).

    To be considered at the Associate Engineer level:
    • A Bachelor’s Degree in Civil Engineering (preferred), or Mechanical Engineering with coursework related to water distribution systems, from an ABET-accredited college is required.  
    • A California Professional Engineer (PE) License is required.
    • At least one year of experience as an engineer, preferably within the water/wastewater distribution industry. 
    To be considered at the Engineer level, in addition to the qualifications for Associate Engineer:
    • Five years of experience as an Engineer, including at least three years working within the water/wastewater distribution industry.  
    • At least two years of project management experience. 

    To be considered at the Senior Engineer level, in addition to the qualifications for Engineer: 
    • Seven years of experience as an Engineer within the water/wastewater distribution industry.
    • Five or more years of project management experience. 
    Preferred Qualifications for any level:
    • Specific training in project management; certification as a Certified Construction Manager from the Construction Management Association of America or Project Management Professional (PMP) from Project Management Institute is preferred.
    • Water Distribution Operator (D1) Certification
    • Water Treatment Operator (T1) Certifications
