PROPERTY TRANSFER TECH/MAIL CLERK/ADMIN. ASST.

    PRINCIPAL JOB DUTIES:  

    PROPERTY TECH DUTIES IN THE ASSESSOR’S OFFICE:

    • Examine real estate deeds relating to property transfer of title, including lengthy legal documents, trust affidavits, court orders, County and City resolutions, power of attorney, easements, death certificates and quiet title documents to confirm these documents are following Colorado Revised Statutes.  Enter all documents into computer program. 
    • Enter into computer program: name of new owner, property card and other appropriate records to carry chain of title.
    • Clarify and resolve any conflicting technical information from source documents with property owners, title companies, attorneys, governmental agencies and others to clarify legal ownership.
    • Maintain a current working knowledge of assessment law practices, office policies and responsibilities.
    • Set up appropriate files creating property record cards, accounts and parcel numbers for each property.  Maintain and update these records as well as other public records associated with the Assessor’s office.
    • Assist the public in person and on the telephone by providing technical information related to area of responsibility and referring individuals to appropriate staff or department.
    • Type and edit correspondence, memos, reports, forms, and other items, requiring some original composition - most related to ownership changes; such work is to be performed accurately and completely.
    • Screen, sort and route mail.
    • Maintain office supply inventory and order supplies as needed.
    • Audit, prepare, record and submit expense vouchers and invoices for payment for Assessor.
    • Perform special projects of technical and/or confidential nature as required.
    • Operate a variety of office equipment.

     

    MAIL CLERK DUTIES:

    • Mail – Collect and route mail daily. Produce report monthly for postal usage and balance with receipts, and order supplies including additional postage.

     

    ABATEMENTS/BOARD OF EQUALIZATION DOCUMENT PROCESSING

    • Property owner correspondence, scheduling, mailings, and final decisions recorded to the permanent record.

     

    ADMIN ASST DUTIES:

    • Asset Panda inventory management via spreadsheet and database software with Transit, Facilities, Admin Fleet, and the IT Departments.
    • Fleet Management Oversight – ensure all County vehicles outside of Emergency Medical Services, Road & Bridge, and the Sheriff’s Office properly receive preventative maintenance, updated paperwork, and an appropriate scheduling platform for staff to use the vehicles.
    • Purchasing Card Management and Administration for Transit, IT, Facilities, and County Administration- collecting receipts, filing reimbursements via the online portal, collaboration with the Finance Department.
    • Perform other duties as assigned.

     

    MINIMUM JOB REQUIREMENTS:

    EDUCATION:

    High School Diploma or equivalent

     

    EXPERIENCE:

    Requires a level of knowledge and ability to handle all routine tasks and projects and/or solve unusual or unique problems with limited assistance in the full range of job duties.  Such a level is generally acquired through a minimum of three years office experience.  Some bookkeeping experience is required. 

     

    KNOWLEDGE, SKILLS, & ABILITIES:

    • Must be able to perform at the journey level in general clerical and office skills
    • Must be skilled in basic bookkeeping
    • Ability to accurately and effectively transmit and receive information that is necessary to the accomplishment of goals and objectives including effective written and oral communication; ability to keep customers, subordinates, peers, and supervisors informed; and the ability to listen
    • Able to maintain courteous and effective working relationships with the public, County departments, co-workers and other agencies
    • Respond to requests and inquiries from the general public.
    • Computer proficiency required, with an ability to learn and master several different software applications used within the office - specialized computer software for Treasurer and Assessor
    • Requires a level of knowledge and ability to accomplish tasks or projects in a consistent and accurate manner, paying close attention to detail, and in a variety of situations
    • Proficient in the use of: calculator, copier, fax machine, and typewriter
    • Must have the ability to handle large amounts of cash and make change accurately
    • Requires a high level of honesty and integrity

     

    NECESSARY SPECIAL REQUIREMENTS:

    • Must have working telephone – can be either cell or home phone
    • Must have valid Colorado Motor Vehicle Driver’s License
    • Must pass background check:  Criminal, Traffic, and Financial
    • Required legal authorization to work - United States citizenship or legal authorization to work in the United States

    Work is generally performed in an office environment.  This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax/scan machines. 

    Possible exposure to conditions relating to - loud noise, all types of weather and non-weather conditions, exposure to extremes of temperatures, fumes, odors, dirt, dust and moving vehicles.  Occasionally operate a county vehicle in poor driving conditions.  Work can be a stressful environment during peak activity periods demanding full attention and coordination of numerous tasks simultaneously.
