  • Initial Posting Date: 04/10/2024 Application Deadline: 04/21/2024 Agency: Department of Corrections Salary Range: $4,174 - $5,489 Position Type: Employee Position Title: Administrative Specialist 1 - Mailroom (EOCI) Job Description: Administration Specialist 1, Mail Room (Pendleton) Eastern Oregon Correctional Institute - Pendleton, Oregon Oregon Department of Corrections The Oregon Department of Corrections is actively recruiting to fill an Administrative Specialist 1 in their Mail Processing Center at Eastern Oregon Correctional Institutions (EOCI) in Pendleton, Oregon. This recruitment will be used to establish a list of qualified applicants and may be used to fill future vacancies. This position is represented by American Federations of State, County, and Municipal Employees (AFSCME). This position may be eligible for Police & Fire (P&F) benefits through Public Employees Retirement System (PERS), as defined by statute. Job Duties The primary purpose of this position is to manage and coordinate the process of all the mail for the institution. The mail room is a critical area and poses risk of significant liability. Thorough knowledge and understanding of sound principles and practices of correctional security are required in the performance of the following duties: As an Administrative Specialist 1 in the mailroom, you will help assure all incoming mail is sorted, opened and thoroughly searched for delivery within the 48-hour timeline established by administrative rule. You will process incoming staff mail and adults in custody newspapers, magazines and books within the 4-day timeline. You will be responsible for recognizes and confiscates prohibited mail. In this position you will be responsible for making copies of all confiscated documents and photos for processing and distribution. As well you will copy administrative review contents; maintains records of violations and confiscation according to Oregon Department of Corrections retention schedule. This positions also prepares confiscation notices, mailroom violation notices, and adults in custody misconduct reports when items are confiscated. Notifies the Assistant Superintendent of Security, the Assistant Superintendent of Correctional Rehabilitation and/or others when appropriate. This will require you to ensures chain of evidence is maintained for contraband that is or is suspected to be criminal in nature. Your duties will also include process outgoing mail including institution staff mail and adults in custody mail – letters and packages. You will deal directly with USPS, UPS and FedEx and Currier. When AIC are transferred you will forward mail to the other institutions. You will process all classes of mail such as first class, certified and registered mail, and overseas and Customs information; Process packages for staff and adults in custody. Other duties will be but not limited to will be watching for notification of family death through the mail and watch for suicidal information, adults in custody or family and know when to call and forward to religious services or behavior health services and more. You will have the responsibility of responds to adults in custody communications, grievances, grievance Appeals, and public complaints, requests, and questions. In this position may be required to testifies in hearings and Court proceedings. Additionally, you will be required to attend quarterly Oregon Department of Corrections statewide mailroom teleconference. Minimum qualifications Two years of secretarial or basic administrative support experience that includes records processing, generating documents, and gathering and sorting data. OR An associate degree in general office occupations and one year of experience with records processing, generating documents, and gathering and sorting data. OR An equivalent combination of education and experience. Requested Skills and Attributes General knowledge of proper grammar, punctuation, spelling, capitalization, and sentence structure. Basic knowledge of procedures and techniques necessary to collect, organize and report data in both a narrative and statistical format. Basic knowledge of the principles of work organization and simplification. Skill in performing a variety of clerical functions at a technical or secretarial support level requiring decision-making within established laws, rules, policies, and procedures. Skill in communicating orally and in writing with a variety of people, answering questions and explaining information or decisions, sometimes using specialized terminology. Skill in making independent judgments and decisions concerning a course of action to be taken. Skill in applying and explaining laws, rules, policies, and procedures. Skill in typing (proficiency levels will be based on individual position requirements). Ability to coordinate diverse activities to ensure completion of projects and assignments. Ability to learn and work within specific agency programs or operations, policies and procedures affecting assigned work. Ability to develop procedures, systems and forms necessary to complete work and ensure efficient flow of information or delivery of services. Ability to gather and organize data and prepare narrative and statistical reports. Ability to maintain confidentiality of agency records. Working Conditions Work is performed in an office setting in a correctional facility and includes extended sitting time at a computer terminal, involvement in telephone conversations, research in manuals, writing various documents, climbing ladders, bending, stooping and stretching to reach/obtain/maintain AIC files. Incumbent is responsible for the operation of security alarms, tools, and key control. Work may be done with other units within the institution inside the secure perimeter. The worker must be able to move full boxes that may weigh 30 lbs. Requirements for Employment You must be able to pass a Criminal Justice Information Systems (CJIS) fingerprint-based background check and maintain CJIS eligibility. Due to CJIS requirements related to system access, the following convictions are likely to result in being disqualified for this position: felony convictions, computer theft, identify theft and fraud.
