Managed Care Finance Director directs and oversees all policies and procedures for the financial and data operations of managed care contracts. Manages contracts, negotiates and sets rates, and reviews reimbursement levels and managed care agreements to ensure that proper payment practices are utilized. Being a Managed Care Finance Director implements processes that encourage and inform the organization how to increase levels of reimbursements. Requires a bachelor's degree. Additionally, Managed Care Finance Director typically reports to top management. The Managed Care Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure.     Job Description



    SUMMARY
    An employee in this classification, under the supervision of the Superintendent or designee, directs and coordinates a variety of fiscal activities.  This employee develops fiscal plans and supervises accounting, auditing, purchasing and payroll activities.

    SUPERVISORY RESPONSIBILITIES
    Supervises and orients individuals assigned to the department.

    DUTIES
    45%
    • Directs, coordinates and monitors a variety of fiscal control and management activities involving budget, long range financial planning, payroll, accounts payable and receivable, grants, records of persons served, Medicaid reimbursement, and purchasing.
    • Coordinates payments of funds.
    • Prepares and implements annual budget, variance reports, accounting and audit procedures, and other reporting mechanisms.
    • Conducts financial and operational analysis.
    • Monitors the maintenance, updates, and implementation of accounting policies and procedures manuals.
    • Recommends financial software upgrades.
    • Coordinates and prepares documents for annual audit with public accounting firm
    • Prepares and coordinates Board annual cost report data and supporting documentation
    • Coordinates all cost report audits.
    • Prepares monthly Board reports.
    • Coordinates development and monitoring of department and program budgets and fiscal controls.
    • Coordinates and monitors all activities involving receipt and disposition of purchase requisitions, procurement of supplies and maintenance of purchasing records.
    • Monitors activities to ensure compliance with all applicable rules, regulations, laws, policies/procedures, and collective bargaining agreements
    • Responsible for maintenance of information of persons served 
    • Responsible for long and short term planning for financing Medicaid Programs. 
    • Responsible for auditing and accounting for Medicaid receipts for provided services.

    • Advises administration and departments of fiscal issues; interprets fiscal policies and procedures and makes recommendations involving financial matters.

    • Attends meetings, seminars and conferences.

    • Performs other related duties as required.

    • Knowledge and ability to operate personal computer, applications software, and basic office equipment.
    • Knowledge of business and public agency practices and procedures. 
    • Knowledge of budgeting, data processing, accounting and purchasing practices and procedures.
    • Skill in collaborating with internal and community organizations.
    • Knowledge of governmental laws, rules and regulations relating to financial matters.
    • Ability to research, analyze and communicate fiscal information.
    • Ability to establish and maintain harmonious relationships.
    • Effective organizational and responsive communications skills.
    • Adherence to the principles of good management practices as outlined in the "Expectations for Effective Leadership and Management Practices". 
    • Ability to work independently. 

    QUALIFICATIONS, EDUCATION & EXPERIENCE REQUIREMENTS
    • Bachelor’s degree from an accredited college or university in accounting, business administration, finance, public administration, or a related field of study.  Master’s degree preferred. 
    • Five years of progressive accounting experience including three (3) years of supervisory experience.
    • Microsoft Office Suite and financial database software experience required.
    • Experience with a non-profit or governmental agency, and Medicaid preferred.

    CERTIFICATION, REGISTRATION AND LICENSURE
    • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) preferred.
    • Certification as required by Ohio Department of Developmental Disabilities (DODD)
    • Valid Driver’s license.

    TRAINING
    • Training as required by the Board and DODD.

    OTHER
    • Requires reliable transportation
