Managed Care Finance Director directs and oversees all policies and procedures for the financial and data operations of managed care contracts. Manages contracts, negotiates and sets rates, and reviews reimbursement levels and managed care agreements to ensure that proper payment practices are utilized. Being a Managed Care Finance Director implements processes that encourage and inform the organization how to increase levels of reimbursements. Requires a bachelor's degree. Additionally, Managed Care Finance Director typically reports to top management. The Managed Care Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Managed Care Finance Director typically requires 5+ years of managerial experience.     MAYORAL APPOINTMENT:  According to the North Slope Borough Rules & Regulations, this position is appointed by the Mayor of the North Slope Borough.

     

    Directs the overall activities of the assigned Finance Divisions. Support other departments finance functions.

    Essential Duties and Responsibilities

    The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

    Plan, develop, and evaluate Department goals, objectives, policies and procedures; interpret laws and regulations; develop systems and standards for program evaluation; assures Department's activities are in compliance with all laws, policies and regulations.

    Direct Division's operations; evaluate issues, and recommend solutions; prioritize and assign projects; identifies and communicates strategies, goals and objectives.

    Assure the accuracy and quality of the Borough budget, general accounting and reporting documents, and financial computer information system.

    Direct the daily activities of the Division staff through appropriate delegation, technical skills training, and work supervision; meets regularly with staff to discuss and resolve workload and technical issues; recommends changes as necessary.

    Monitors Division's operations and procedures, and submits recommendations for improving the organization's functions and processes.

    Provide leadership, direction and coaching to Division employees.

    Develops and monitors Borough budgets; reviews and approves special and recurring reports, budgets, grants and contracts; authorizes changes to existing policies.

    Prepare and review Comprehensive Annual Financial Report, and coordinate work with auditors; collects statistical data and compiles reports.

    Monitor compliance with generally accepted accounting principles; reviews and approves fund reconciliations, property tax strategies, annual audit, and special reports; reviews and monitors Borough's compliance with state and Federal rules and regulations.

    Collect financial and administrative information and compiles data for reports as required by policies and regulations; prepare and submit various financial reports as required.

    Respond to requests for information; reviews, investigates, and corrects errors and inconsistencies in financial entries, transactions, documents, and reports; provides technical information to departments, staff and management as authorized.

    Maintain cooperative working relations with the villages, departments, and outside agencies; serves as liaison between various organizations and agencies; serves on committees, task forces and other groups to coordinate and standardize financial procedures.

    Perform other duties as assigned.

    Knowledge, Skills and Abilities

    Knowledge of Borough policies and procedures.

    Knowledge of Generally Accepted Accounting Principles and Generally Accepted Auditing Principles related to Public Sector financial administration.

    Knowledge of Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, recommended practices and policies.

    Knowledge of applicable state and federal statutes, rules, codes and regulations.

    Knowledge of the principles of record keeping and records management.

    Knowledge of specialized computer hardware and software applications.

    Knowledge of North Slope Borough organization, operations, policies and procedures, and accounting and budgeting systems.

    Skill in reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal rules and regulations, and Borough policies and procedures.
     

    Skill in assessing and prioritizing multiple tasks, projects and demands, and delegating tasks and authority.

    Skill in responding to inquiries from management, citizens and regulatory agencies.

    Skill in data collection and analysis, and mathematical and statistical computations.

    Skill in supervision, coordinating staff, and delegating tasks and authority.

    Skill in correcting and updating financial and accounting information systems.

    Education, Experience, Certifications and Licenses Required

    Bachelor's Degree in Accounting;

    Five years of accounting, auditing, and financial management work experience, including two years supervisory experience in accounting.
