Managed Care Finance Director directs and oversees all policies and procedures for the financial and data operations of managed care contracts. Manages contracts, negotiates and sets rates, and reviews reimbursement levels and managed care agreements to ensure that proper payment practices are utilized. Being a Managed Care Finance Director implements processes that encourage and inform the organization how to increase levels of reimbursements. Requires a bachelor's degree. Additionally, Managed Care Finance Director typically reports to top management. The Managed Care Finance Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Managed Care Finance Director typically requires 5+ years of managerial experience.     Finance Director

     

    POSITION SUMMARY:  As a member of the leadership team, the Finance Director will be responsible for managing, directing, and integrating broad, comprehensive financial services for the school district, including planning, organizing, coordinating, presenting and implementing activities related to the district's budget, debt management, accounting, grants, and procurement. The Finance Director supervises the Business Department staff and reports to the Superintendent. 

     

    The ideal candidate will be a strategic thinker who can provide strong and innovative finance and organizational leadership. The successful candidate will bring a mindset of servant leadership to the work, and will have a collaborative management style that fosters teamwork and prioritizes clarity and transparency in all budgeting. He or she will have excellent written and oral communication skills, strong interpersonal skills, and outstanding analytical skills. The candidate will also bring to the district an entrepreneurial “can-do” spirit, and a passion for the mission of Grants Pass School District.

     

    MINIMUM QUALIFICATIONS

    Education, Training, Experience, Licensure and Certification

    • Earned Bachelor's degree in a field related to the job requirements
    • Experience in finance management in complex organization(s) in the public or private sector as well as management experience
    • Prior successful experience working directly with Boards of Directors or a legislative body
    • In Depth knowledge of Generally Accepted Accounting Principles (GAAP) and Generally Accepted Governmental Accounting Standards (GAGSA)
    • Knowledge of theory, principles, practices, and techniques of public administration including budgeting, financial planning and management, budget law, procurement law, and risk management processes
    • Knowledge of school financing mechanisms and the fiscal requirements relating to federal education programs
    • Works well with diverse populations of staff and community members.  Strong communication skills including listening, collaboration and problem solving.  Remains open to others’ ideas in sometimes stressful interactions and contributes to building a positive work environment.  
    • Valid Driver's License and evidence of insurability, Criminal Justice Fingerprint Clearance.

     

    PREFERRED QUALIFICATIONS

    • Master's Degree in Business, Finance, Public Administration or a closely related field 
    • Significant experience managing in a public school district setting
    • Certified Administrator of School Finance and Operations (SFO)

    SPECIAL KNOWLEDGE/SKILLS:

    • Skills to manage personnel and programs, communicate effectively, and problem solve
    • Keep and maintain accurate records, meet deadlines
    • Communicating effectively in English, both verbally and in writing (e.g. correct spelling, grammar and punctuation)
    • Operating standard office equipment as well as computer programs and applications (e.g. email, system applications, word processing, database, spreadsheet, desktop publishing etc.)
    • Ability to respond effectively to multiple conflicting priorities, continuously prioritizing and reprioritizing projects and situations and to respond to unexpected changes
    • Has demonstrated ability to effectively utilize time and to accomplish tasks and has demonstrated ability to work independently without supervision as well as work effectively in a team setting

    MAJOR RESPONSIBILITIES AND DUTIES:

    • As a member of the superintendent's executive team, provides leadership to District employees that fosters a success-oriented, accountable environment within the District
    • Works with the Superintendent and School Board on the strategic vision including fostering and cultivating stakeholder relations at the local and state levels
    • Serves as an internal management consultant on financial and organizational issues to the Board, Superintendent, and Department Directors 
    • Provides problem solving guidance on critical issues facing the District
    • Consults with and advises the members of the School Board, District and School Administration, and Department Managers on all matters relating to financial and budget issues
    • Develops annual planning and budgeting calendar which includes prescribed format and dates upon which the District leadership team submit program plans and budgets
    • Work with the Board, community and bargaining committees to supply accurate and timely District financial data as needed or requested. Interprets the financial concerns of the District to the board and community
    • Provides District Leadership with an operating budget
    • Works with the Superintendent to ensure programmatic success through support and compliance with all contractual and programmatic requirements
    • Provides leadership in the development and implementation of district financial policies, and procedures; ensures compliance of district accounting and financial reporting activities
    • Oversees the management and coordination of all fiscal reporting activities for the organization including, but not limited to, revenue/expense and balance sheet reports, financial status tracking, reports to funding agencies, development and monitoring of and contract/grant budgets
    • Develops, recommends, and oversees sound financing, budgeting, and accounting policies/systems for the District
    • Develops and maintains systems of internal controls to safeguard financial assets of the organization
    • Provides critical analysis and support for public finance activities as required (e.g. Capital Projects multi-year district-wide building renewal plan)
    • Attends and presents to the Board and to subcommittee meetings.
    • Develops annual performance goals and evaluates success in attaining goals 
    • Analyzes or directs analysis of proposed legislation and programs in terms of short and long-range impact on the District's financial condition

    PHYSICAL REQUIREMENTS:

    • Ability to:
      • Sit, stand or walk for prolonged periods of time
      • Talk and hear conversations
      • Use precise control of fingers and hand movement, often in a repetitive movement such as keyboarding
      • Reach for and handle objects
      • Use close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus 
    • Regularly focus on a computer screen
    • Bending, stooping, kneeling and lifting up to 15-45 pounds may also be required on occasion

    • Maintaining regular and punctual attendance.  In case of an absence site and/or district protocol for reporting absences is followed
    • Maintaining appropriate confidentiality regarding information relating to students, staff, and district operations 
    • Dress in a professional and appropriate manner for the assignment and the work setting

    • Work independently in the performance of routine duties
    • Follow all District policies and work procedures
    • Utilize the District’s electronics systems and applications only for purposes related to the position 
    • Participate in required meetings and trainings related to the position
    • Cultivate and model a respectful working and learning environment
