The Greater Cleveland Regional Transit Authority (GCRTA), located in Cleveland, Ohio, is looking for an experienced and talented individual for a challenging leadership role in the Office of Management and Budgets in the Finance & Administration Division.
Duties: Assists the Director of the Office of Management and Budget and/or Manager of Budgets in developing, analyzing, recommending, and producing the annual operating and/or capital improvement budgets for the Authority. Monitors departments' expenditures against the budget. Conducts financial, management and performance analysis of Authority operations, and assists on special projects as needed. Utilizes available information and resources to correctly determine issues and problems. Assists Sr. Budget Management Analysts on Budgets and special projects. This position will promote a safe and secure atmosphere, follow all safety and security rules and perform other related duties as assigned.
Minimum Requirements: Applicant must have a Bachelors Degree in Finance, Business Administration, Public Administration, or a related field. Applicants must have at least two (2) years of experience with financial management and performance analysis and budgeting principles such as developing budgets, preparing various financial analyses, providing problem-solving, analytical and business financial recommendations, forecasting expenditures, developing/maintaining financial statements, and monitoring and analyzing operational performance. An advanced college degree (MPA, MBA, etc.) can substitute for one (1) year of experience. Applicants must have excellent oral and written communication skills and must be familiar with PCs in a MS Office Suite environment, including proficiency in using spreadsheet, written and presentation software to perform and present financial analysis, and knowledge of Management Information Systems Report writing tools and data analysis. Applicants should also have experience investigating, developing, initiating, and monitoring process improvements. The nature of the financial, performance, and analytical work may require daily work hours in excess of eight hours and may also require availability on weekends. Bilingual abilities are a plus.

Environmental Conditions: This person will work predominantly in an office-type environment.
Physical Demands: While performing the duties of this job, the employee is regularly required to sit for up to 8 or more hours a day. The employee is frequently required to see, hear, and speak. The employee may be required to work at a desktop computer for more than 5 hours a day.
Mental Demands: Reading, studying focused listening, auditing, inspecting, proofreading, and evaluating. Ability to give, receive, and analyze information and prepare written materials. Ability to communicate effectively (verbal and written); interpret policy, procedures, and data.
