Grants Specialist or Accountant

Job Summary: This is professional work responsible for overseeing the District’s grants and revenue agreements. Performs a range of routine to complex accounting, financial, compliance and administrative functions in support of programs and projects funded by grants and/or special revenue.
Job duties include:
Grant Administration: Organizes, coordinates and maintains the accounting and financial reporting for assigned District grants, revenue agreements and other contracts from start to finish. Reviews grant/contract proposals, working with grantors, project managers and Office of General Counsel to draft, edit and execute documents. Assist project managers with the Federal grant application process using Grants.gov and other applicable Federal grant tools. Utilize GEMS accounting software, ECM document management system and various tools to track and maintain a grant database.
Prepares invoices for assigned grants according to contract terms and maintains expenditure details to support reimbursement requests. Monitors grant revenue received to ensure timely reimbursements, comparing invoices against accounts receivable schedules. Update and maintain grant tracking reports for all grant related transactions.
Review and approve grant related expenditures as part of the Accounts Payable workflow process. Verifies compliance with grant restrictions, contract agreements and matching grant requirements. Reviews invoice accuracy, completeness and supporting documentation.
Grants Compliance: Develops and maintains strong internal controls to assure compliance with grant and reporting requirements. Monitors District’s compliance with local, state, and federal requirements and District policies, programmatic guidelines, and appropriate contracts/agreements. Coordinates with key personnel and external stakeholders to ensure compliance with all aspects of the grant/revenue agreement and to support proper and timely expenditure of grant funds in compliance with applicable guidelines and deadlines. Review and verify matching grant requirements are in compliance for all applicable grants. Maintain grant match calculations and supporting documentation.
Reporting: Verify reporting compliance with project managers on assigned revenue contracts to ensure timely submission to grantors and ensure District records and ECM are updated appropriately per the contract. Prepares and submits quarterly progress reports and annual Federal Financial Reports for applicable grants.
Conduct subrecipient monitoring to ensure compliance with grant restrictions and contract agreements. Maintains subrecipient monitoring spreadsheets and prepares monitoring work papers for annual financial audit. Reviews Federal and State policies, laws and regulations to ensure best practices and compliance in monitoring procedures and processes.
Preferred: One year of professional experience in grants administration.
Minimum Qualifications:
A bachelor’s degree from an accredited college or university in business administration, accounting, finance or management.
Professional grants, budget, finance, or accounting experience can substitute on a year-to-year basis for the required college education.
Physical Requirements/Working Environment:
General office environment.
Additional Details:
Salary Range: $50,980.80 - $63,710.40
Starting salary is based on qualifications and experience.
