Position Objective: Provide services as a Management Analyst in support of the overall functions of the National Institute of Environmental Health Sciences (NIEHS) within the National Institutes of Health (NIH). DERT is looking for a highly organized and analytical coordinator to assist in analyzing, evaluating, planning, and tracking a variety of Diversity, Equity, Inclusion, and Accessibility (DEIA) activities. Includes supporting working groups focused on internal culture as well as grantee outreach and information management. Must have experience with organizing and analyzing DEIA activities and resources, as well as experience managing, planning, and running meetings of varying types. Candidates with foundational knowledge and understanding of DEIA principles and experience leading initiatives through practices are preferred. Exceptional communication and organization skills and experience facilitating and leading conversations essential.
Duties and Responsibilities:
- Analyze information requirements to develop reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
- Facilitate business process improvement activities, to include documenting as-is processes, gathering to-be requirements and validating capture with staff.
- Assist researching and preparing program and operational strategies and implementation plans.
- Conduct in-depth analysis of all facets of operations, document areas for improvement, research improvement methodologies and recommend course of action.
- Conduct studies and assessment and report findings with recommendations.
- Develop procedures and systems for establishing, operating, and assessing the effectiveness of administrative controls and systems.
- Document findings of studies and prepare recommendations for implementation of new systems, procedures and organizational changes.
- Analyze data gathered and develop solutions or alternative methods of proceeding.
- Review policy, regulatory and legal requirements for operation and document gaps and propose corrective actions.
- Observe operations and documents standard practices and develops new standard operating procedures (SOP) and instructions.
- Research and analyze new government policies and regulations that may impact operations and propose actions to ensure operational compliance.
- Review operational and program plans to identify necessary resources and propose actions to address gaps. Prepare detailed reports based on research and findings and present at meetings and briefings.
- Research and review institutional policies applicable to operations.
- Attend routine staff and business meetings for awareness and to take notes for distribution. Assist staff prepare briefing and presentation materials for presentation at meetings.
- Capture meeting minutes and prepare final documentation for distribution to participants. 5
- Draft reports for review and discussion at working groups and meetings.
- Present information and status updates on projects and studies ongoing within the organization. 4
- Assess organization and design performance measurement and evaluation tools and tactics to document and track performance over time.
- Assists operational and program staff identify, capture and evaluate unique performance criteria.
- Use variety of database and data repository software and applications available to search, retrieve and export business and performance data. 3
- Coordinate Division response to data requests and reporting requirements. 2
- Assist program managers prepare annual budgets based on historical and estimated future spending.
- Research and identify training opportunities to meet identified DEIA needs within DERT. 1
- Coordinate with other senior management analysts to review and standardize practices and procedures to ensure consistency of quality and outcomes.
- Work products related to supporting Division working groups, including presentations, meeting agendas and notes, and action item tracking - Weekly
- Work products related to qualitative and quantitative analysis of DEIA initiatives and practices – Daily
- Documentation related to coordination with NIH partners, contractors and grantees - Daily
Basic Qualifications:
- Bachelor’s degree in Communications, Business Management and Administration, or Community and Public Health.
- Skilled in SharePoint, MS Office, Microsoft Teams, and WebEx.
- Experienced in project management, website content management, meeting minutes/ summary reports, executive level support, meeting coordination, and data analysis.
Minimum Qualifications:
- Ability to multi-task and pay close attention to detail.
- Excellent analytical, organizational and time management skills.
- Strong communication skills, both oral and written.
