  • GENERAL DESCRIPTION:

    The Town is seeking a qualified individual to handle a wide variety of procurement, administrative duties and contracts administration. Procurement activities include preparation of specifications for solicitations, the bidding process for commodities and service contracts, and preparation, renewal, and monitoring of Town-wide commodity and service contracts. Individual will be responsible for the development, coordination and monitoring of contract activities for the Town. Serves as a liaison between departmental staff and contractors and is involved in the contract development and approval process.


    EXAMPLES OF ESSENTIAL FUNCTIONS:

    The below statements are intended to describe the general nature and level of work being performed by the employee assigned this classification. It is as well intended to be compliant with the Americans with Disabilities Act.

    • Manage and maintain a comprehensive Town-wide contract and procurement program.
    • Review, prepare and oversee competitive solicitation processes including: pre-solicitation conferences, facility of bid and proposal evaluation, and final determination of responsiveness and responsibility bidder/proposer and document appropriately and assist in bid protest resolution; public notice requirements and contract negotiations.
    • Consult with Town Attorney and Town Manager in the resolution of legal problems associated with the proposal and bid processes or contracts.
    • Facilitate on behalf of the Town with vendors the scopes of work and project deliverables that are clear and legally enforceable.
    • Review, analyze and anticipate impacts of proposed or adopted federal and state legislation for changes and impacts to the public contracting and purchasing rules.
    • Recommend amendments to the Town’s public contracting rules, policies and procedures.
    • Review and make determination of bid and proposal responsiveness to published solicitation requirements.
    • Review purchasing rule exemption activities to make determination as to validity of exemption based on Florida statutes and Town ordinances and policies.
    • Exercise professional judgment and provide effective guidance to department heads and staff on contracts and purchases in accordance with statutory requirements and Town policy.
    • Coordinate purchasing with departments, vendors and agencies.
    • Act as contract administrator for the annual procurement and on-going administration of Town-wide requirements for goods and services such as copiers, computer maintenance services, office supplies, building supplies, etc.
    • Monitor budget allocations, expenditures, fund balances for facilities maintenance activities for all Town buildings, schedule and oversee repair and contracted work with Public Services Director.
    • Research and evaluate funding opportunities from local and state government, or other agencies.
    • Ensure compliance to grantor guidelines in the allocation of funds and in maintaining grant record keeping for local and state government entities.
    • Research and write grant proposals and coordinate grant-seeking activities for the Town.
    • Maintain regular job attendance and adherence to working hours.
    • Operate a motor vehicle safely and legally.


    QUALIFICATIONS:

    • A minimum of a High School Diploma or G.E.D. and college level course work in business administration; public administration or a related field; OR, Any equivalent combination of experience, education and training which provides the required knowledge, skills, and abilities.
    • Proficient in word processing program;
    • Must pass the pre-employment background check;
    • Valid Florida driver’s license and the ability to meet Town’s driving standards; and
    • The position requires an individual who has knowledge, skills, and abilities in the following:
    • Government purchasing methods and procedures; public contracting rules, and the Town’s regulations governing purchasing activities;
    • Wide variety of services, materials, equipment, supplies, including, but not limited to maintenance, construction, office, auto parts, heavy equipment, fleet vehicles, electronic components, communications equipment, and supply sources;
    • Centralized financial information management systems involving municipal purchasing transactions and contract payments;
    • Ability to complete, maintain, reconcile project records within the Town’s software and within other accounting applications such as excel or other asset management programs;
    • Vendor performance and pricing practices;
    • Internet researching techniques and methods to use on-line bidding and purchasing systems; and
    • Work independently and prioritize work requests efficiently, to manage multiple projects, accommodate changing priorities and meet deadlines.
