Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.   • A large heavy civil construction company is looking for a Sr. Director of Purchasing to manage their growing Purchasing Management team in the Farmingdale, NY area. The company is a multi-disciplined and diversified construction company. Their foundation lies in Heavy Civil construction (general contracting), but over the years they’ve grown other business units including a Wastewater Division, Environmental Division, Utilities Division, Drilling Division, Paving Division, a Consulting arm, Developmental arm, and a Materials arm. 

     

    The Senior Director of Purchasing will provide leadership and management for procurement of materials and subcontractors across all of the company’s divisions.  The incumbent is responsible for identifying shortfalls in operational support across all entities and geographic locations. This position is also responsible for managing a small team of Purchasing Agents, Buyers and other purchasing employees interfacing with Accounting, Engineering, Estimating, Design Build and Field Personnel. The position requires strong negotiation skills to deal with vendors and subcontractors, along with a team-mentality to effectively collaborate with General Counsel, Risk and Senior Management when necessary.  The individual must have impeccable ethics by taking initiative, being a team player, showing accountability, being adaptable.

    Responsibilities:

    • Oversee and plan all aspects of purchasing from pre-bid to closeout.
    • Develop and implement strategic purchasing plans to support project requirements and company objectives.
    • Identify shortfalls in purchasing process and implement effective solutions.
    • Obtain Subcontractor and supplier/vendor quotes for bidding.
    • Enter subcontractor and material quotes for bids in HCSS – Heavy Bid Estimating Program.
    • Negotiate and execute all major subcontracts and purchase orders.
    • Represent company in negotiating contracts and formulating policies with vendors, subcontractors and service providers.
    • Monitor and oversee execution of the purchasing buy-out.
    • Locate and assist in the evaluation and qualification of vendor materials, equipment, and professional service providers.
    • Provide feedback to assist in analyzing market and delivery systems to assess present and future material availability.
    • Oversee administration of online purchasing systems.
    • Communicate and enforce purchasing policies & procedures to project team.
    • Responsible for projections, financial planning, expediting, delivery schedules and purchasing reporting.
    • Maintain and update database of subcontractors and suppliers.
    • Prepare and submit pre-award DBE/MBE/WBE subcontractor information on municipal bids.
    • Assist project management team with mobilization of new projects and close-out of completed projects from pre-construction meetings to final acceptance of contract by owner.
    • Consult with General Counsel and Senior Management to minimize project and corporate risk while maintaining commercial competitiveness.

    Must Have:

    • 10 years of heavy construction industry experience
    • 5 years of management experience
    • Previous experience in construction estimating or materials purchasing
    • Proficient in Microsoft Office (Power Point, Word, Excel) with general knowledge of database utilization
    • Excellent communication skills
    • Strong leadership, time management and people management skills
    • Bachelor’s degree in business, engineering, supply chain management, construction management or equivalent degree
    • Team-player, ability to collaborate effectively with other teams, upper management and manage a team
    • Ability to be onsite in Farmingdale, NY 5-days per week
