    As the Digital and Social Media Director, you will be responsible for duties to include, but not limited to:

    • Oversee and manage OCB's digital and social media strategy and the development and distribution of digital content, including:
    • Oversee and participate in the development and delivery of strategic digital deliverables, including research, analytics, audience profiling, and strategies for use of digital products across OCB.
    • Coordinate with the head of content development on overall programming strategies and content development.
    • Champion the use of modern technology development and management approaches drawing heavily upon best practices from the consumer digital industry such as open source and agile development processes.
    • Create custom audience development strategies to ensure continued growth across digital platforms. This encompasses editorial planning, organic and paid campaigns, and technology recommendations to help journalists reach and expand audiences.
    • Monitor digital markets worldwide and keeps up to date on trends and developments.
    • Create a metrics-driven culture and workflow for digital media within OCB.
    • Guide a staff of journalists, social media and technical staff, creating content for the web and social media platforms.
    • Assign and provide editorial direction on story leads for the production of stories and investigative reports on various topics covered on the website and other digital platforms, suggesting topics to be emphasized, covered in-depth, supplemented with pictures, graphs, or links to related information, and similar improvements and enhancements and innovations to increase the effectiveness of martinoticias.com and proposes new projects to make the digital assets more competitive. Areas of innovation may include web news presentation, accessibility, comprehensiveness, interaction with other sections of the site, and interactivity with website visitors.     • Ensure that news coverage is complete, balanced, and appropriate for targeted Cuban audience.

    • Stay up-to-date on the kind of digital tools that 24/7 newsrooms use to reach and engage with audiences on web, social media, chat apps, newsletters, and other digital platforms.
    • Supervise a team of eight to 15 editors, journalists, broadcasters, and assigned contractors in the Digital and Social Media Division through subordinate supervisors.

    • This is a national security position. If selected, this position requires the completion of the SF-86.

    • This position is not covered by a Union Agreement.
    • This position has been designated supervisory requiring that the selectee serve on an initial appointment as a supervisor or manager serve a one-year probationary period.

    • The full performance grade level for this position is GS-14.
    • This position may require working nights, weekends, and holidays.

    Qualifications

    Screen out factor #1: Applicant must be eligible for an Excepted Service appointment under Schedule B, 213.3228. This appointment authority requires that the selectee have extensive knowledge of Cuba, including its people, culture, history, politics, economics, and current events. The basis for eligibility under this appointment authority MUST be clearly articulated in your resume to receive consideration.

    Screen out factor #2: Applicant must have fluency in both English and Spanish languages that enables you to speak, read, write, report, and translate in both languages. This language screen out factor MUST be listed in your resume to receive consideration.

    Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 or comparable pay band in the Federal service or equivalent experience in the private sector. Specialized Experience is experience, which is clearly documented in the resume and application, and which demonstrates that the applicant possesses the knowledge, skills and abilities to successfully perform the duties of the position and includes all of the following:
    • Using social media, including Facebook, Instagram, You-Tube, Twitter, Snap-chat, and other social media applications and platforms, to report the news and to present information in new and innovative ways, in order to engage and expand the target audience and to promote the Office of Cuba Broadcasting and its programming content.
    • Having experience as a broadcasting or journalist supervisor, team leader, project leader, or equivalent leading and managing the activities of a professional journalistic and/or broadcasting staff, in supporting print, digital, and social media new reporting.
    • Having journalism and reporting experience that demonstrates a knowledge of Cuba its history, economics, culture, socio-political development, and the full range of journalistic skills to select materials, tone, and style that will be most appealing to this audience.
