    The Fresno County Department of Human Resources is offering an outstanding career opportunity to an experienced employee relations professional with exceptional communication, negotiation and conflict resolution skills as a Labor Relations Program Manager.

    The vacancy exists within the Labor Relations Division and will involve preparing for and participating in negotiation and bargaining sessions with employee organizations; serving as the management representative in meet-and-confer sessions with labor representatives; administering labor contracts and agreements; drafting language for proposals and Memoranda of Understanding (MOU) agreements for twenty two (22) bargaining units; administering the discrimination complaint process, employee grievance and dispute resolution process; conducting fact-finding workplace investigations and developing reports; researching and responding to unfair labor practice charges; representing the County's position before State and County Boards, mediators, arbitrators, etc.; coordinating, gathering, compiling, analyzing and extrapolating data in support of collective bargaining, Public Records Act requests and special projects; providing consultation and training to County departments on labor relations issues; and analyzing management and union proposals, as well as information on wages, benefits, working conditions, and other terms and conditions of employment for County employees to determine cost and policy implications.

    Positions in this classification are in Medical Group I - Light Physical Activity (Personnel Rule 8). This group includes positions which require only light physical effort and may include lifting of small, light objects and some bending, stooping, squatting, twisting, and reaching. Considerable walking or standing may be involved.

    Samples of Duties

    • Ensures compliance with Federal State and Local laws, policies, and labor agreements; provides recommendations and advises management staff, employees and union representatives regarding the interpretation, application and provisions of labor agreements.
    • Conducts workplace investigations and makes recommendations regarding disposition of grievances arising out of labor agreement administration and/or discrimination complaints.
    • Develops and delivers training programs for staff regarding labor relations policies and proper practices in grievance handling or other areas of labor relations.
    • Supervises and evaluates the work of professional and support staff.
    • Reviews and develops responses to Public Records Act requests.
    • Researches and reports on labor relations issues and trends.
    • Analyzes legislation, case law, and administrative regulations in the field of labor relations for projected impact on County operations.
    • Develops and implements labor relations policies and procedures in compliance with professional standards, labor contracts, state and federal legislation, and civil service rules.
    • Researches, develops, and prepares draft policies, Agenda Items, and other reports.
    • Advises county departments on employee relations matters such as Memoranda of Understanding (MOU) interpretation, discipline, investigations, contract grievances, and arbitration hearings.
    • Works in a highly collaborative manner with staff, labor organizations, union representatives, and Board representatives.
    • Represents the County at meetings and before boards, commissions, and committees.
    Knowledge, Skills and Abilities

    Knowledge of:
    • Federal and State labor laws applicable to the public sector including the Meyers-Milias-Brown Act;
    • Principles, practices, and trends of California public sector collective bargaining and public personnel management, dispute resolution, and compensation administration;
    • Principles of human resources administration, organization, and management;
    • Grievance and discrimination complaint processes;
    • Investigation methods, techniques, and processes;
    • Negotiation strategies, techniques, and impasse procedures;
    • Human Resources management practices, including supervision, selection, evaluation, training, and discipline;
    • Practices and techniques of administrative and statistical analysis and report preparation;
    • Research methodologies and quantitative analysis.
    Skills/Abilities to:
    • Understand, interpret, and apply appropriate provisions of applicable laws, ordinances, policies, rules, regulations, and memoranda of understanding;
    • Research and analyze information; project consequences and estimate financial costs of proposed actions;
    • Supervise, plan, organize, coordinate, and evaluate the work of subordinate staff;
    • Recognize problems and develop an effective course of action that will achieve the objectives of the County;
    • Use tact and persuasion under pressure in extremely controversial and confrontational situations;
    • Prepare Agenda Items for Board of Supervisor meetings;
    • Develop and provide costing analysis for use in management meetings and negotiations;
    • Provide training for other County departments and employees as needed;
    • Lead meet and confer sessions between labor groups and County departments;
    • Review and develop a response to Public Records Act requests;
    • Research, gather and analyze data, and make recommendations on complex issues, proposals, and projects;
    • Effectively and independently manage multiple work assignments, set priorities, and meet established deadlines;
    • Establish and maintain effective working relationships at all organizational levels, as well as with other agencies and the public;
    • Prepare clear and concise comprehensive reports, summaries, abstracts, correspondence and other documentation; and make effective oral presentations;
    • Demonstrate and maintain a high degree of confidentiality, initiative, integrity, accountability, creativity, and good judgment.

    Education: Possession of a bachelor's degree that is acceptable within the United States' accredited college or university system.


    Experience: Four (4) years of full-time, paid professional human resources work experience, three (3) years of which must have involved bargaining wages, hours, and other terms and conditions of employment; dealing with California Public Employment Relations Board (PERB) actions; handling grievances; and/or conducting workplace investigations.


    Substitution: Possession of a master's degree that is acceptable within the United States' accredited college or university system may substitute for one (1) year of the required experience.


    License: Possession of a valid class "C" driver's license, or equivalent, may be required.
