Member Certification Manager manages the certification and credentialing programs of a professional or membership organization. Oversees the development of standards and testing materials. Being a Member Certification Manager develops testing schedules and resource requirements to deliver testing. Collaborates with curriculum designers and instructors to ensure materials present certification requirements accurately and are validated in the certification processes. Additionally, Member Certification Manager develops quality processes to ensure the testing and validation processes accurately measure certification requirements. Optimizes the certification process to ensure members are satisfied and resolves any problems related to the process. May evaluate, select, and monitor outside testing providers to ensure testing quality. May require a bachelor's degree. Typically reports to a head of a unit/department. The Member Certification Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Member Certification Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     The responsibilities include but are not limited to:
    • Ensure achievement and confirmation of the Hitachi Rail's Quality certifications by External Bodies.
    • Ensure the implementation of all the activities needed to achieve the Quality Certifications
    • Ensure the continuous update of the QMS requirements, in accordance with industry standards, legal requirements, and Hitachi Rail directives, also supporting Process Owners for the application of QMS standards
    • Ensure the support to other functions in developing and maintaining QMS process documentation
    • Ensure the definition of the detailed Quality Audit Program, execution and effectiveness of the internal quality audits (programmed and extraordinary), coordinate Hitachi Rail's departments involved in defining corrections, corrective actions and/or improvement actions, monitoring of the status and effectiveness of identified corrections, corrective actions and improvement actions.
    • Ensure the coordination of all the activities related to the qualification of internal Special Processes and of internal staff competences management (maintenance included).
    • Ensure the definition and the implementation of the competence development plans and the capitalization of know-how/best practices.
    • Support the PQE in the activities (e.g.: Audit, Internal FAI, MRB, Vehicle Shipping Meeting, etc....)


    REQUIRED EXPERIENCE/SKILLS/ KNOWLEDGE
    (MUST-HAVE minimum requirements)
    • 3-5 Years Business Experience as Quality Assurance Engineer (better if an international Company ISO9001 certified)
    • Demonstrate successful completion of an ISO 9001 and ISO 22163 (preferred) Lead Auditor Course (CQA)
    • Experience in auditing systems, processes, and products (hardware and software) both internally and externally; including the monitoring of the corrective actions
    • Basic Experience in Software Quality Assurance, Hardware Quality Assurance, and Configuration Management;
    • Experience in working with Quality Management Systems;
    • Knowledge and implementation experience of applicable standards (e.g, ISO 9001:2015, ISO 22163, CMMI, etc.)
    • Knowledge of Auditing Standards (ISO 19011) and techniques;
    • Knowledge of quality methodologies (e.g. PDCA, FTA, turtle diagram, 5W, etc);
    • Basic knowledge of Risk and Opportunity Management; Project Management (preferred)

    • Experience in using MS office tools;
    • Good international communication skills (verbal and written communication);
    • Team player with proven problem solving skills.

    • University Degree (Engineering) or Equivalent Technical background
