Member Services Director directs and coordinates all aspects of the health maintenance organization (HMO) member services department. Plans and directs policies and objectives for addressing member inquiries. Being a Member Services Director establishes service quality goals for the department and implements strategies to meet these goals. Typically requires a bachelor's degree. Additionally, Member Services Director typically reports to top management. The Member Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. To be a Member Services Director typically requires 5+ years of managerial experience. Position Summary
Works under appointment of the Shelby County Mayor and serves under the administrative direction of the Chief Administrative Officer to be responsible for oversight and directing the activities of the division, including departments and projects of divisional emphasis with County-wide impact, budget development and managing personnel staff.
Pay Grade: 61
Salary Commensurate with Experience and Education
Minimum Qualifications
100.00% - 1. Seven (7) years" experience in an administrative/managerial capacity; AND
2. Bachelor"s degree from an accredited college or university in Public or Business Administration, Human Services, Social Sciences or other closely related field; OR
3. An equivalent combination of related education and experience.
4. Master's degree preferred.
5. PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED Duties and Responsibilities
1. Identifies Division"s financial, personnel, and material needs and problems; develops plans, policies, and procedures to address needs and problems.
2. Directly responsible for managing the day-to-day operations of the Shelby County Community Services Agency department.
3. Performs overall direct programmatic and fiscal oversight and management of the programs, grants, and services for the Aging Commission Department. Responsible for program systems design and delivery of client services within department.
4. Responsible for overall programmatic and fiscal oversight and management of the programs, grants, and services for the Crime Victims & Rape Crisis Center (CVRCC), a department within Shelby County"s Division of Community Services.
5. Develops budget estimates and justifications, ensures utilization of funds remain within operating budget.
6. Responsible for achieving the goals and objectives established by grants awarded by the Federal government, State, County, City and Division.
7. Develops and monitors the division"s grants and general fund budgets, responsible for the oversight of division financial and programmatic administrative and compliance activities in line with county, state, and federal legislation and regulations.
8. Analyzes and evaluates program outcome and financial data to support decision made for program plans and services.
9. Ensures all relevant Division and departmental needs assessment activities support appropriate services, plans and client outcomes in line with Division, County, and community goals.
10. Support internal and external County departments with compliance and relevant information on activities of departments and activities of the Division of Community Services.

KSAs - 1.Knowledge and experience in utilizing modern management techniques and the ability to apply them.
2. Knowledge of the principles and practices of organization management and public administration.
3. Ability to develop master work plans and objectives and identify problems and/or make recommended changes as required.
4. Ability to prepare budgets, financial reports, and cost analyses.
5. Ability to deal effectively with executives, Elected Officials, and other departments with Shelby County Government.
