  • Provide technical support such as plat and plan review, writing staff reports, and performing research for projects and applications. Assists the general public with planning, zoning and development concerns and inquiries.

    • Provides technical assistance and information to staff and the public in the administration of specific planning programs areas or ordinances.
    • Assists in community engagement activities, plan public engagement events, and manages internal and external communications.
    • Assists in promoting and participating in public education and awareness of urban planning.
    • Participates in the development of various (short and long range) plans and their implementation through the zoning ordinance, subdivision regulations and other regulations.
    • Reviews building plans and zoning permit applications to assure compliance with requirements such as use, bulk, placement, and parking ratios.
    • Providing assistance to citizens with regard to zoning, legal descriptions, public hearings, etc. Following State and Local Government legislature to meet legal deadlines.
    • Performs routine office tasks in designated program areas, including data entry, file management, copying and answering telephone.
    • Prepares narrative staff reports and recommendations of limited complexity, such as special use permits, zoning, plats and variances.
    • Providing internal and external customer service.
    • Researches and compiles information on a variety of planning issues from multiple sources.
    • Prepares public notices mailing lists or property owner verifications.
    • Prepares maps, charts, tables of average complexity.
    • Participates in a regular rotation of "Planner on Duty" for customer support purposes.
    • Assists in training of coworkers.
    • Directs helpers, assistants, interns and temporary employees.
    • Investigates violations of planning regulations and ordinances, including site visits.
    • Preparing and posting agendas for P&Z, ZBA and HPB.
    • Coordinate with GIS department on updates to data.
    • Accepting applications and preparing case files for zoning, plat and variance requests.
    • Develops and maintains automated tracking systems, hard copy files and records.
    • Attends public meetings, assisting other planning staff as appropriate.
    • Assisting in gathering data for inclusion in the Business Plan on a quarterly basis.
    • Coordinates with GIS department on updates to data.
    • Consults with employees, developers and surveyors on development policies.
    • Ability to comprehend and apply multiple ordinances and policies.
    • Ability to exercise good judgement, tact, and diplomacy in all public interactions.
    • Must have the ability to establish and maintain effective working relationships.
    • Must be able to prioritize time and items to ensure timely completion of projects and deadlines.
    • Must be able to communicate effectively with management, employees and public in person, on telephone and via computer.
    • Must be able to sit 7 hours daily; stand and walk 2 hours daily; bend, stoop and crouch 30 minutes daily; lift, carry, push and pull up to 20 lbs. less than 30 minutes daily; twist, turn and kneel less than 30 minutes daily.
    • Other duties as assigned.
    Education and Experience – Must have an Associate's degree or equivalent from a college, technical, business, vocational or correspondence school; including over one (1) year of related experience. Bachelor's degree is preferred. Must be able to operate a personal computer, copier, fax machine, printer, typewriter, calculator, recording equipment and multi-line phone system. Must be fluent in the use of Microsoft programs, i.e. Word, Outlook, Excel, etc. Must have knowledge of or the ability to learn GIS.

    The City of Tyler will accept two years of relevant experience in place of each year of college required in the job description. Four years of relevant experience will be considered in place of an Associate's Degree, and eight years of relevant experience will be considered in place of a Bachelor's Degree. Any experience required in the Minimum qualifications is in addition to years of experience substituted for a degree.

    Persons under eighteen (18) years of age may be employed in temporary or regular part-time positions, if they furnish the City with a minor's release (Form 2-2) and are approved by the City Manager.
    No person under eighteen (18) years of age will be employed in any position requiring the operation of a City motorized vehicle.
