    Tacoma Community College (TCC) was built on the ancestral territory of Coast Salish peoples, specifically the Puyallup and Squaxin Island Tribes. The 1854 Medicine Creek Treaty forcibly removed them to Reservations to make way for colonizers; we recognize the privilege of utilizing this land has come at a great cost. We honor the resilience of the Puyallup and Squaxin Island people, who still live here, defend their rights, and contribute greatly to the well-being of our community. Our institution aims to increase partnerships and community ties with the local indigenous populations.     Position Summary

    This Director plans, directs, and oversees the administration of programs and services for the Tacoma Community College’s Access Services Department. The Director provides leadership and consultation in promoting access and equity for persons with disabilities. Responsible for determining eligibility for disabled students and implementing accommodation plans. This position reports to the Dean of Retention & Student Success.
    • Evaluate disabled student needs for educational access and accommodation and facilitate the delivery of the appropriate accommodations to meet student needs.
    • Collaborates across a variety of campus departments and committees to provide accessible technology leadership across faculty, staff. and students.
    • Create and nurture effective communication within the areas of Access Services, and with external departments.
    • Hire, train and supervise and evaluate, professional, paraprofessional and student support staff.
    • Lead large group discussions to answer questions and remedy complaints.
    • Build a strong team through open communication and by collaborating on decision-making responsibilities.
    • Initiate and set goals for Access Services based on TCC’s strategic plan.
    • Plan programs from start to finish, including identifying processes, deadlines and milestones.
    • Develop and approve operations and budgets
    • Coordinate and solicit resources i.e. equipment and accommodations from public and private organizations.
    • Provide student accommodation services in a cost effective and timely manner. Develop, implement and monitor budgets for the program. Effectively advocate for program needs during budget allocation process.
    • Act as a resource to faculty regarding students' concerns and needs in the classroom. Ability to work well in difficult, stressful or sensitive interpersonal situations in ways that minimize conflict with students, staff and the public.
    • Knowledge of assistive technology equipment, electronic information, alternate media formats, and software.
    • Functions as a resource for staff and faculty throughout the college by providing training, technical assistance, and guidance on how to proactively ensure equal access for students through accessible electronic media.
    • Knowledge of laws and regulations pertaining to disabled persons, accessibility, and post- secondary education.
    • Ensure compliance with applicable laws, policies and professional standards related to accommodations and maintain all necessary documentation.
    • Maintain program statistics and proper records on the disabled student population to be submitted upon request for state and institutional reports.
    • Work independently and yet be a contributing and effective member of the Student Affairs team.
    • Working knowledge of Universal Design and how it impacts instructional technology. Recommend service providers, equipment, and instruction/support service methods for students requiring special accommodations.
    • Consult with staff, funding agencies, and community resource personnel concerning support in the best interest of disabled students with a view towards educational completion.
    • Assist faculty and staff on access issues through workshops, one-on-one meetings and literature.
    • Develop and maintain routine correspondence with students, accommodation providers and staff.
    • Prepare an annual activity calendar inclusive of disabilities activities.
    • Attend conferences and meetings, in and out of state, appropriate to the functions of the position.
    • Develop student disability-related publications; i.e. brochures, articles for college newsletters, catalogs, etc, in both standard English and alternative formats.
    • Perform other related duties as assigned.
    • The Director serves as the one of the Accommodation Intake Specialists for students who are registered with Access Services. These duties include:
      • Review medical documentation to determine functional limitations in relation to classroom participation and use that information to develop accommodation plans for students. 
      • Provide direct disability access services to TCC students, on campus, off campus and online for students to have access and fully participate in all areas of TCC. Unique plans will be developed for specialty programs at TCC. Maintain confidential and appropriate records by documenting communication with and regarding students
    • The Director also serves as the 504 and IEP Transition Specialist. These duties include:
      • Partner with local high schools and the Tacoma Public Schools Community-Based Transition Services to ensure seamless transition from high school to college. (this will only be kept for revised position description).
      • Work with the Tacoma Public Schools Community-Based Transition Services (CBT) to bridge career and technical education with special education for students with disabilities ages 18-21. Spearheading this partnership to ensure that students in the CBT transfer to TCC and that TCC follows them throughout their journey to promote retention of students with disabilities.
      • The Section 504 coordinator is responsible for monitoring and implementing the college’s compliance standards with state and federal laws prohibiting disability discrimination. This includes compliance with the Americans with Disabilities Act (ADA) of 1990, the Americans with Disabilities Amendments Act of 2008, Section 504 of the Rehabilitation Act of 1973, Revised Code of Washington (RCW) 49.60, and RCW 28B.10.910, RCW 28B.10.912, RCW 28B.10.914, RCW 28B.10.916, and RCW 28B.10.918.
      • Maintain a working knowledge of current laws, regulations, and guidelines related to disability discrimination in public schools, including Section 504, Title II of the ADA, and chapters 28A.642 RCW and 392-190 WAC, as well as rules and guidelines adopted by OSPI and the U.S. Department of Education’s Office for Civil Rights (OCR).
    Minimum Qualifications
    • Bachelors degree or higher from an accredited college or university in social services, education, career counseling, business, communications or closely related field. 
    • Three years experience assessing the needs, evaluating and placement of disabled individuals.
    • Professional level experience working with program development, evaluation, budget management and personnel supervision.
    • Demonstrated success working effectively with ethnically and culturally diverse populations and knowledge of educational dynamics associated with these populations.
    • Working knowledge of Section 504 Rights and Responsibilities for Post Secondary Education and Americans with Disabilities Act (ADA). 
    • Public speaking and presentation experience.  

    Preferred Qualifications 
    • Masters degree from an accredited college or university in Disability studies or vocational rehabilitation.
    • Experience in the higher education setting.

    Terms of Employment
    This is a permanent exempt professional full-time position. Continuation of this position is contingent on funding. The salary range for this position is $83,000 - $88,000. DOE/DOQ. Occasional evenings night, or weekend work may be required, as needed.  Summer schedule may consist of four 10-hour days.  Flexibility in scheduling is required to meet the department's needs.
