  • Under the leadership of the Chief Human Resources Officer, the position plays a pivotal role in overseeing all aspects of recruitment, selection, and retention of talent within the division. As a strategic leader, the position develops and implements effective recruitment strategies aligned with the goals embedded in the division's strategic and equity plans.

    ESSENTIAL FUNCTIONS

    Strategic Planning:

    • Develop and implement strategic plans for talent acquisition and retention in alignment with division goals and
    objectives.
    • Maintain a comprehensive recruitment strategy to attract diverse, high-quality employees through targeted
    national, regional, and local outreach efforts.
    • Assess and refine hiring processes to identify opportunities for improvement, efficiency, and effectiveness, in
    alignment with division goals.
    • Work closely with hiring managers to assess staffing needs and develop strategies for workforce planning.
    • Collaborate with other administrative personnel to implement and maintain services and programs that support the division's strategic goals.
    • Seek out grant opportunities to support recruitment and retention efforts, leveraging external funding sources to
    enhance talent acquisition.
    • Analyze workforce trends and anticipate future talent needs to address recruitment challenges proactively.
    • Monitor and evaluate recruitment metrics to assess the effectiveness of recruitment efforts and make data-driven
    decisions.

    Talent Management:

    • Manage the selection and hiring of new administrators, as well as facilitate the transfer of existing administrators.
    • Lead the development and execution of recruitment campaigns to attract top talent from diverse backgrounds.
    • Oversee the recruitment, selection, assignment, and retention processes for administrative, professional, classified,a nd substitute staff.
    • Develop, and maintain relationships with external partners, including educational institutions, professional
    organizations, and recruitment agencies.
    • Counsel applicants and employees to resolve complaints, difficulties, and other personnel-related matters.
    • Collaborate with the Director of Employee Relations to ensure consistency in hiring practices.

    Leadership and Team Management:

    • Provide leadership and direction to the employment services team, fostering a culture of collaboration,
    accountability, and continuous improvement.
    • Foster a positive work environment that promotes diversity, equity, and inclusion.
    • Mentor and develop staff members to enhance their skills and capabilities in recruitment and talent management.
    • Supervise and coordinate the work of assigned staff, including conducting performance evaluations and providing
    ongoing support and development.
    • Support the Chief Human Resources Officer with key departmental projects and activities.
    • Assist in preparing and monitoring the department budget and expenditures as needed.
    • Work collaboratively with the Director of Employee Relations to develop and implement policies and procedures
    related to personnel.
    • Provide guidance on personnel policies, regulations, and procedures to administrative staff; ensure compliance with federal, state, and local regulations.
    • Represent the division at School Board meetings as necessary.
    • Perform related work as required.


    KNOWLEDGE, SKILLS AND ABILITIES

    Thorough knowledge of the philosophy, principles, and practices of human resources management including state and federal laws, policies, regulations, and procedures relating to the employment of personnel and their rights and privileges as employees; knowledge of human resources processes including recruitment, staffing, selection, onboarding, compensation and benefits, evaluation, licensure, compliance, retention, succession planning, and human resources information systems (HRIS); knowledge of public school systems, organization, and administration; and a knowledge of developing key human resources processes to increase operational efficiencies and assure high-level customer service. Must have the ability to present ideas effectively, both orally and in written form; ability to establish and maintain effective working relationships with school officials, associates, employees, outside agencies, and the public; ability to motivate and direct staff and promote shared leadership and professionalism; and must have the ability to conduct a variety of detailed analytical evaluations and studies to prepare related reports and recommendations. Must be well-versed and be proactive in all aspects of human resources.

    EDUCATION AND EXPERIENCE resources

    Required: Master's Degree in School Administration, Human Resources Management, Business Administration, or relatedfield.

    Preferred: Experience in human resources talent management, preferably in a school system, and at least five (5) total yearsof successful classroom and school-based administrative experience.

    A comparable amount of training and experience may be substituted for the minimum qualifications.

    PHYSICAL REQUIREMENTS

    Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public using the telephone and personal contact as normally defined by the ability to see, read, talk, hear, handle or feel objects and controls. Frequent sitting, grasping, fingering, repetitive motion, and reaching. Occasional walking, standing, bending, stooping, balancing, crouching, climbing, and driving. Ability to lift up to 20 pounds occasionally and up to 50 pounds rarely. Requires timely and regular adherence to established work schedules.     SPECIAL REQUIREMENTS

    Possession of a valid driver's license.

    Salary range: $97,458-142,159

    Salary will be based on job-related creditable years of full-time, verified work experience. Entry-level salary will be awarded at the time of hire. Upon the return of employment verification forms from the candidate's current and previous employers, the salary will be adjusted if creditable full-time experience is confirmed.
