  • GENERAL DESCRIPTION OF DUTIES:
    Under supervision, the purpose of this position is to perform technical work in the reading, repair and maintenance of water meters and beach pay stations; reporting malfunctioning or defective meters or pay stations, and reporting any questionable activity. Work includes the accurate recording of meter readings, collection of money from pay stations and the use of computers for completing essential functions. Performs related work as required.

    EMERGENCY RESPONSE STATEMENT
    Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

    WATER METER READER/MAINTENANCE:
    • Locates and accurately reads, records, and documents meter readings.
    • Inspects meters for tampering, malfunctions, or operational deficiencies maintaining appropriate documentation and reporting any irregularities observed to supervisor.
    • Clears mud and debris from meter cases as required.
    • Reports vacant residences where service has not been disconnected, investigates and reports questionable readings and water leaks to supervisor.
    • Verifies meters are registering appropriate usage.
    • Turns water service on or off as directed.
    • Responds to customer and public inquries and complaints; resolves personally or directs to appropriate department.
    • Performs administrative work, i.e. calculating water consumption, printing daily service orders.
    • Operates and maintains assigned vehicle; utilizes maps for locating service area as required.
    • Operates a personal computer to enter, retrieve, review or modify data, utilizing Microsoft Word, Excel, word processing, spreadsheet, database, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.
    BEACH PAY STATIONS: 
    • Collects money from City parking pay stations and assesses machine operation, as required.
    • Performs routine maintenance and repair on City parking pay stations.
    • Investigates any report of malfunctioning pay stations and reports findings to supervisor.
    • Performs quarterly preventative maintenance on pay stations.
    • Maintains records and reports on all meter maintenance and repair conducted.

    3. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
    4. Verbal Aptitude: Requires the ability to utilize a wide variety of reference data and information.
    5. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
    6. Functional Reasoning: Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form. Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.
    7. Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

    MINIMUM TRAINING AND EXPERIENCE:

    • High school diploma or GED preferred
    • Supplemented by successful completion of parking meter maintenance and repair training; or any equivalent combination of education, training and experience which provides the requisite knowledge, skills, and abilities for this position.
    • Must possess and maintain a valid Florida Driver License, "Class E", with a driving record that meets or exceeds minimum City standards.
    OTHER REQUIREMENTS:
    The City of Naples is a Tobacco-Free Workplace. Applicants for the City of Naples must not have been a user of tobacco products for at least six (6) months immediately preceding an application for employment; and, if hired, must maintain non-use of tobacco products for the duration of employment with the City of Naples. Tobacco is defined as any lighted or unlighted cigarette, cigar, pipe, nicotine dispensing device, other types of smoking product, smokeless tobacco including dip, chew or snuff.

    Physical Ability: Tasks require the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
    Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.
    Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, electric currents, traffic hazards, bright/dim lights, animal/wildlife attacks, animal/human bites, or rude/irate customers.
