    The Contracts and Business Manager performs all functions related to the contracting processes in support of Occupational Medical Services (OMS) at the Hanford Environmental Restoration Site in Richland, Washington.


    Duties/Responsibilities:

    • Preparing, coordinating, and managing all aspects of contracts, from negotiations through execution, for purchasing of goods and services in support of OMS.
    • Managing company compliance with contractual terms and conditions; maintaining complete and updated contract files; Managing the receipt, review, disposition, control, and safeguard of official contract/subcontract files.
    • Conducting and managing expert, iterative reviews of contracts, reconciling contract drafts, and providing final approval of contract terms and conditions.
    • Developing and implementing IHA contracting and procurement management policies and procedures.
    • Ensuring overall legal and regulatory compliance with Federal, State, and local laws, as well as DOE regulations and requirements.
    • Establishing priorities for use of required sources of supplies and services for the government listed in Federal Acquisition Regulation (FAR) Part 8.
    • Managing the acquisition, formulation, solicitation, negotiation, and administration of major government and commercial prime contract(s) and subcontract support services.
    • Serving as IHA’s contracts representative for customers, subcontractors, and audit agencies such as DCAA, DCMA, IG, and DOL.
    • Managing processes for developing and issuing Requests for Proposals (RFP), Requests for Quotes, contract change orders, cost impact proposals, and modifications for both government and commercial contracts.
    • Managing supply chain inventory to include common-use and critical items, onsite storage, just-in-time contracts, and basic ordering agreements, while maintaining stock on hand and immediate access to critical items.
    • Provides oversight for other business operations including facilities and performance insurance.

    Requirements

    The Business and Contracts Manager shall have a minimum of five years of recent contract and subcontract administration experience in a dynamic contracting environment. Federal Government experience is desirable, but not mandatory.


    Education / Training:

    The Business and Contracts Manager shall have a bachelor’s degree from an accredited college or university in a business or contracts related field.


    Knowledge / Skills/Abilities:

    • Thorough understanding of FAR and DFARS, as well as applicable Federal, State, and Local laws, and the Service Contract Act.
    • Experience managing various contract types and all aspects of contract life cycle management including proposals, negotiation, administration, and close-out.
    • Experience using MS Office suite and Deltek Costpoint.
    • Exceptional verbal and written interpersonal communication skills.

    Licenses/Certifications/Registrations:

    • Certified Project Management Professional (PMP) preferred.
    • Certified Defense Financial Manager (CDFM) preferred.
    • Lean Six Sigma expertise preferred.

    Supervisory Responsibilities:

    The Business and Contracts Manager provides oversight for all contracts support personnel.


    Working Conditions:

    General office environment may require minor lifting and bending.

    Complies with all IHA safety policies and site-specific safety procedures.

    Participates in and supports the Hanford safety program.

    Ensures safe operating conditions within area of responsibility.

    Identifies potential hazards, concerns, and safety incidents and reports to supervisory personnel.
